On November 10, 2023, the National Assembly passed Resolution 104/2023/QH15 on the state budget estimate for 2024. According to this resolution, a comprehensive salary policy reform will be implemented from July 1, 2024, in accordance with Resolution 27-NQ/TW 2018.

Pursuant to point b of subsection 3.1 in Section II of Resolution 27-NQ/TW 2018, it is stated that a specialized payroll will be developed for officials and public employees based on their ranks and professional titles. This will be applicable to officials and public employees who do not hold leadership positions. Each rank or professional title will have multiple salary levels according to the following principles:

For the same level of job complexity, the salary will be the same. For higher labor conditions and occupational benefits, additional allowances will be provided. The classification and number of levels within each rank or professional title will be reorganized, and officials and public employees will be encouraged to enhance their professional and vocational qualifications.

Therefore, it is expected that the salary level for officials and public employees who do not hold leadership positions and have the same level of job complexity will be the same after the salary reform from July 1, 2024.

What are 02 new payrolls applicable to officials and public employees after the salary reform in Vietnam in 2024?

Pursuant to subsection 3.1 of Section 3 of Resolution 27-NQ/TW 2018, the following payrolls for officials and public employees during the salary reform in 2024 are specified:

- 01 payroll applicable to officials and public employees holding leadership positions (elected and appointed) within the political system from the central to commune level.

- 01 specialized payroll based on officials' ranks and public employees' professional titles applicable to officials and public employees who do not hold leadership positions.

Additionally, the payrolls for officials holding leadership positions are developed based on the following principles:

- 01 payroll applicable to officials and public employees holding leadership positions (elected and appointed) within the political system from the central to commune level.

+ The salary level must reflect the hierarchy within the political system. Those holding specific leadership positions will receive the corresponding salary, and if one person holds multiple positions, they will receive the highest salary among those positions. If the leadership positions are equivalent, the salary level will be the same. The salary of higher-level leaders must be higher than that of lower-level leaders.

+ Each type of leadership position will be assigned a specific salary level. There should be no differentiation based on ministries, sectors, committees, boards, or equivalent units at the central level when developing the payrolls at the central level. Different salary levels for the same leadership position based on the classification of local administrative units will be implemented through allowances. The classification of equivalent leadership positions within the political system for payroll design will be decided by the Politburo after reporting to the Central Executive Committee.

- 01 specialized payroll based on officials' ranks and public employees' professional titles applicable to officials and public employees who do not hold leadership positions.

+ For the same level of job complexity, the salary will be the same. Higher labor conditions and occupational benefits will be provided through additional allowances. The classification of job groups and salary levels within officials' ranks and public employees' professional titles will be rearranged to encourage officials and public employees to enhance their professional and vocational qualifications.

+ Appointments to officials' ranks or public employees' professional titles must be associated with job positions and the organizational structure of officials' ranks and public employees' professional titles, which will be implemented by the managing agencies or organizations.

Therefore, the new payrolls for officials and public employees from July 1, 2024, during the salary reform, will be divided into two payrolls as regulated

How much will officials' salaries increase after the salary reform in Vietnam?

(1) The salary of officials will increase by 32% from July 1, 2024, compared to the average income of workers during the salary reform.

The notable point of the new salary policy is the provision of the minimum salary for the public sector, which is equal to the average minimum salary of the enterprise sector.

Currently, the enterprise sector's minimum wages are divided into four regions:

- Region 1: 4,68 million VND per month;

- Region 2: 4,16 million VND per month;

- Region 3: 3,64 million VND per month;

- Region 4: 3,25 million VND per month.

According to Appendix IV issued with Resolution 01/NQ-CP in 2024, the Government assigned the Ministry of Labor, Invalids and Social Affairs to take the lead in implementing the decree on minimum wages for workers under labor contracts by May 2024.

Therefore, the current average region-based minimum wage of the enterprise sector is over 3,9 million VND.

When the region-based minimum wage increases, the average region-based minimum wage of the enterprise sector will also increase above the current level of 3,9 million VND.

Furthermore, the new salary policy also expands the salary ratio from 1-2,34-10 to 1-2,68-12.

Accordingly, the minimum salary for officials and public employees will increase significantly compared to the current starting salary of 3,5 million VND for officials and public employees with intermediate qualifications and a salary coefficient of 1,86.

The average salary for officials and public employees will also have an increased starting point from a coefficient of 2,34 to 2,68. Currently, officials and public employees with a university degree have a starting salary of over 4,2 million VND per month.

The highest salary for officials and public employees, corresponding to grade 3 of senior experts (ministerial payrolls), will also be expanded from a coefficient of 10 to 12. Therefore, the expected new highest salary for officials and public employees will exceed the current figure of 18 million VND.

In addition to this base pay, the new salary regime will also rearrange various allowances, which can account for a maximum of 30% of the total salary fund (including cases where it exceeds or is lower than 30%) and 10% for bonuses.

>> Therefore, if we consider the base pay, allowances, and bonuses, the average salary for officials and public employees after the salary reform will increase by over 32% compared to the average income of salaried workers (7,5 million VND per month)

(2) It is expected that the salary will increase by 7%

According to the Government's Report presented by Prime Minister Pham Minh Chinh at the opening session of the 6th session of the 15th National Assembly on the morning of October 23, 2023, it clearly stated that the salary policy reform for the public sector will be implemented according to Resolution 27 of the Central Committee from July 1, 2024. Specifically:

- From 2025 onwards, continue to adjust the salary to increase by an average of 7% per year for officials until the minimum salary is equal to or higher than the region-based minimum wage in Region I of the enterprise sector.
