The professional titles of public employees specialized in railway project management specified in Article 2 of Circular 49/2022/TT-BGTVT include:

What are the standards of professional ethics for railway project managers in Vietnam?

General standards of ethics for officials specialized in railway project management are specified in Article 3 of Circular 49/2022/TT-BGTVT.

- Have a sense of coordination, help colleagues, share work experiences; actively participate in scientific research, technical innovation initiatives to develop careers and improve qualifications.

Thus, in order to be appointed to the professional title of railway project manager, first of all, it is necessary to meet the general standards of professional ethics mentioned above.

What are the salary coefficients and principles for the salary calculation for railway project managers in Vietnam?

Pursuant to the provisions of Article 8 of Circular 49/2022/TT-BGTVT, the principles of salary ranking of professional titles of railway project managers include:

- The appointment and salary ranking of professional titles of public employees specialized in railway project management must be based on the working positions, professional and professional responsibilities they are undertaking and fully satisfy the standards prescribed in Circular 49/2022/TT-BGTVT.

- When reassigning to a professional title, a railway project manager specialized in railway project management may not combine salary increase or promotion to public employee professional title.

Accordingly, the salary arrangement for railway project management officers shall comply with Clause 2, Article 9 of Circular 49/2022/TT-BGTVT as follows:

The professional titles of public employees specialized in railway project management specified in this Circular may apply the professional salary table for cadres and public employees in the State non-business units ( Table 3) is issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces as follows:
a) The professional title of railway project manager of grade I is entitled to the salary coefficient of grade A3 and group 1 (A3.1) public employees from 6.20 to 8.00;
b) The professional titles of Grade II railway project manager may apply salary coefficient of Grade A2 and group 1 (A2.1) from 4.40 to 6.78;
c) The professional title of Grade III railway project manager may apply the salary coefficient of grade A1 public employees from the salary coefficient 2.34 to the salary coefficient 4.98;
d) The professional title of Grade IV railway project manager is entitled to a salary coefficient of grade A0 from a salary coefficient of 2.10 to a salary coefficient of 4.89.

Thus, according to the above regulations, the salary coefficient of railway project manager is as follows:

- Grade 1 railway project manager: Apply the salary coefficient for public employees of grade A3, group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00;

- Grade 2 railway project manager: Applying the salary coefficient for public employees of Grade A2, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;

- Grade 3 railway project manager: Applying the salary coefficient of grade A1 officials from 2.34 to 4.98;

- Grade 4 railway project manager: Applying salary coefficient of grade A0 employees from 2.10 salary coefficient to 4.89 salary coefficient.

Circular 49/2022/TT-BGTVT takes effect from March 1, 2023.
