According to Decision 1748/QD-BTC 2023 of the Minister of Finance approving the recruitment plan for public employees for the State Securities Commission of Vietnam in 2023, and Decision 176/QD-BTC 2024 of the Minister of Finance adjusting the recruitment plan for public employees for the State Securities Commission of Vietnam in 2023, the State Securities Commission of Vietnam (SSC) announces the organization of recruitment for public employees to work at the Securities Research and Training Center and the Securities Magazine under the SSC in accordance with the targets for 2023 as follows:

What are the conditions and criteria for applying for the position at the State Securities Commission of Vietnam?

According to the recruitment notification for public employees at SSC, the conditions and criteria for applying for the position at the State Securities Commission of Vietnam are as follows:

- General conditions:

+ Individuals who meet the following conditions, regardless of ethnicity, gender, social background, religion, are eligible to apply for public employee positions:

++ Vietnamese nationality and residing in Vietnam;

++ Age 18 or above;

++ Completed application form;

++ Clear personal history;

++ Relevant academic degrees and certificates for the job position;

++ Sufficient health to perform the duties;

++ Meet other conditions as required by the recruiting unit.

+ The following individuals are not eligible to apply for public employee positions:

++ Individuals with limited or no civil capacity;

++ Individuals under criminal investigation, under criminal sentence or decision by the court; individuals subject to administrative measures of compulsory rehabilitation or compulsory education, or placed in a reformatory.

- Specific requirements for academic qualifications, work experience, and language and computer proficiency:

+ Regarding academic qualifications and work experience:

++ Hold a university degree or higher in a field of study relevant to the job position, as indicated on the diploma or academic transcript:

The field of study indicated on the diploma or academic transcript is considered relevant if it includes any of the required terms according to the recruitment announcement. For example, if the job position requires a degree in Law, then having the term "Law" on the diploma or academic transcript fulfills the requirement (such as Economic Law, Legal Studies, Law, International Law Management, etc.), unless otherwise specified by the recruiting unit.

For candidates with a university degree, a postgraduate degree (awarded by domestic or foreign educational institutions) in a field of study similar or related to the one specified in the recruitment announcement will be considered by the Recruitment Board based on the evaluation of the training program and courses to determine whether the candidate meets the standard qualification requirements (in terms of academic qualifications).

++ Work experience requirements: Detailed information can be found in Appendix 01.

The determination of the candidate's work experience is based on (i) the recruitment decision (or labor contract/employment contract); and (ii) social insurance records (or confirmation from the Social Insurance Agency regarding the duration of social insurance participation up to the application submission date).

+ Language proficiency: Proficient in the English language at the level required for the job position specified in Appendix 01.

+ Computer proficiency: Basic computer skills are required.

- Exemption from the foreign language test (Round 1):

The following cases are exempt from the foreign language test (Round 1):

+ Hold a foreign language degree in English at the same or higher level of training compared to the professional and vocational training required for the applied job position.

+ Hold a degree at the same or higher level of training compared to the professional and vocational training required for the applied job position, obtained through studying abroad (in English) or studying in Vietnam (in English), recognized by the competent authority or naturally recognized under the law.

+ Hold a standardized professional degree in foreign language (English) that meets or exceeds the language proficiency standards required for the applied job position.

What is the registration form for public employee recruitment in Vietnam?

Each candidate can only register for one position in one unit. Those who meet the requirements must submit a public employees application form, including:

(1) A registration form for public employees according to the provided template. The candidate must provide complete information as instructed in the form, sign on each page, and commit that the information provided is true. If there is any fraudulent act in filling out the registration form, the recruitment result will be canceled, and the candidate will be held legally responsible.

(2) Copies (notarization, certification, or notarized copies are not required) of the graduation certificate and academic transcript (Doctorate, Master's, Bachelor's degree).

- For degrees issued by foreign educational institutions: when submitting the application, candidates need to provide a copy of the degree and academic transcript (all accompanied by certified Vietnamese translations) and a copy of the degree recognition certificate according to the regulations of the Ministry of Education and Training. In case the degree is exempt from the degree recognition procedure as stipulated in Article 5 of Circular 13/2021/TT-BGDDT, candidates must submit documents proving the exemption.

- In case the graduation certificate and transcript do not indicate the graduation classification, candidates need to supplement documents proving their academic achievements according to the classification of the institution (institution's grading chart, regulations, confirmations, certificates of achieving good, excellent, outstanding grades, etc.), accompanied by translated versions in Vietnamese (for degrees issued by foreign educational institutions).

- In case at the time of application submission, candidates are waiting for the degree recognition result from the Ministry of Education and Training, they must submit a copy of the appointment form for degree recognition and supplement the degree recognition certificate before the exam date. If candidates fail to supplement the degree recognition certificate according to the regulations of the Ministry of Education and Training and do not meet the professional qualifications, they will not be allowed to participate in the examination.

- In case candidates have a graduation certificate/confirmation and are awaiting the issuance of the degree: Candidates must submit the graduation certificate/confirmation and wait for the issuance of the degree by the educational institution at the time of document submission, and must supplement the graduation degree before the exam date. If candidates fail to supplement the graduation degree according to the regulations and do not meet the professional qualifications, they will not be allowed to participate in the examination.

(3) For candidates exempted from the foreign language test: Candidates are required to submit a copy of one of the following documents:

- Bachelor's or postgraduate degree in foreign languages with English as the major.

- Bachelor's or postgraduate degree obtained from studying abroad (studied in English) or studying in English in Vietnam, recognized by authorized agencies in Vietnam according to regulations. In case the degree is exempt from the degree recognition procedure as stipulated in Article 5 of Circular 13/2021/TT-BGDDT, candidates must submit documents proving the exemption.

Professional certificate in foreign language (English) that meets or exceeds the language requirements for the applied position.

(4) Copies of (i) Recruitment decision (or labor contract/employment contract); and (ii) Social insurance book (or Confirmation from the Social Insurance agency regarding the period of participation in social insurance up to the submission date) to prove work experience as required for the applied position.

(5) For candidates who are priority subjects in public employee recruitment, they need to submit copies of documents proving their priority status, specifically:

- For Heroes of the Armed Forces, Heroes of Labor, veterans, individuals entitled to policies such as veterans, Type B veterans, children of martyrs, children of veterans, children of disabled veterans, children of individuals entitled to policies such as veterans, Type B veterans, children born to those exposed to chemical toxins during the resistance war, children of Heroes of the Armed Forces, children of Heroes of Labor, they need to submit the following documents:

+ Copies of "Heroes of the Armed Forces"; "Heroes of Labor"; "Certificate of martyr's family"; Card (veteran, disabled veteran, etc.); "Decision on entitlement to veteran policy"; "Decision on allowance for individuals involved in the resistance war exposed to chemical toxins".

+ Confirmation of entitlement to preferential treatment issued by the district-level Department of Labor, Invalids and Social Affairs or higher.

+ For military officers, police officers, professional soldiers serving as specialists, individuals working in essential sectors who have switched branches, graduates of reserve officer training, graduates of military command training for military district-level command headquarters who have been awarded the reserve officer rank and have registered for the reserve officer position, individuals who have completed military service obligation, obligation to join the People's Police, youth union members participating in the forefront: they need to submit Discharge Decision or documents confirming completion of military service obligation, obligation to join the People's Police, etc.

+ For ethnic minority people: Submit Birth Certificate indicating ethnic minority status, if the Birth Certificate does not indicate ethnic minority status, they need to supplement household registration book and ID card/citizen identification card.

+ For trade union leaders who have been elected from grassroots level, in the worker movement: submit documents proving that they are trade union leaders who have been elected from grassroots level, in the worker movement with confirmation from the authorized agency.

(6) Three envelopes with stamps and clearly written name and address of the recipient (candidate or family member); 02 photos (size 4cm x 6cm) taken recently, within the last 03 months up to the announcement date.
