Step 1: Organizations and individuals bring motor vehicles and required documents to the inspection authority for inspection.

Step 2: The inspection authority receives the dossier and conducts the inspection:

(1) The inspection authority receives, checks, and verifies the warnings, matches the dossier with the data on the Inspection Management Program (specifically, in the case of subsequent inspections after the motor vehicle is exempted from the initial inspection, the inspection authority must additionally match the technical parameters of the actual vehicle with the production, assembly, import data of the Vietnam Registry),

(2) If the dossier is incomplete, the vehicle owner is guided to complete it; if sufficient, the unit registers the inspection, conducts the safety technical condition and environmental protection evaluation of the motor vehicle, and prints the Inspection Form according to the format specified in Appendix VI issued with Circular 02/2023/TT-BGTVT.

Step 3: Return results

(1) For motor vehicles that pass the inspection, the inspection authority returns the Inspection Certificate and affixes the Inspection Stamp to the vehicle.

Regarding motor vehicles that only have an Appointment Letter for vehicle registration issuance, the unit issues the Appointment Letter for returning the Inspection Certificate to the vehicle owner as per the template. When the vehicle owner presents the vehicle registration documents, the inspection authority photocopies it to be filed in the Vehicle Dossier, inspection dossier, and returns the Inspection Certificate. If the motor vehicle fails the inspection and is notified on the Vietnam Registry's electronic portal, the inspection authority removes the notice;

(2) For motor vehicles that have defects or damage items during the inspection, the inspection authority prints and sends the Defect, Damage Item Notice in accordance with the template to the vehicle owner for repairs and rectification.

If the inspection fails and no Inspection Certificate is issued, the inspection authority must enter the non-compliant content into the vehicle non-compliant warning section on the Vietnam Registry's electronic portal.

On March 21, 2023, the Minister of Transport issued Circular 2/2023/TT-BGTVT amending Circular 16/2021/TT-BGTVT on technical safety and environmental protection inspection for road motor vehicles.

Based on Clause 2, Article 1 Circular 02/2023/TT-BGTVT, the regulations are as follows:

Amendment and supplementation of several articles of Circular No. 16/2021/TT-BGTVT dated August 12, 2021, of the Minister of Transport on technical safety and environmental protection inspection for road motor vehicles (hereinafter referred to as Circular 16/2021/TT-BGTVT)

2. Amending and supplementing Clause 1, Article 6 as follows:

"1. Creating a Vehicle Dossier

The vehicle owner must declare information and provide the following documents to create a Vehicle Dossier (except for the initial inspection to issue the Inspection Certificate and Inspection Stamp valid for 15 days):

a) Present the vehicle registration documents (the original Vehicle Registration Certificate issued by a competent state agency or the original Receipt of keeping the original Vehicle Registration Certificate (along with a photocopy of the vehicle registration certificate) being mortgaged by a credit organization or a notarized copy of the vehicle registration certificate confirmed by the financial leasing organization (along with a photocopy of the vehicle registration certificate)) or the Appointment Letter for vehicle registration issuance;

b) A photocopy of the Quality Control Slip for vehicles manufactured, assembled domestically (except liquidated motor vehicles);

c) The original Technical Safety and Environmental Protection Certificate for modified motor vehicles in the case of newly modified motor vehicles;

d) The frame number and engine number imprint for motor vehicles exempted from inspection as specified in Clause 3, Article 5 of this Circular;

đ) Declare corresponding information as specified in Appendix I issued with this circular."

- Vehicle registration documents (the original Vehicle Registration Certificate issued by a competent state agency or the original Receipt of keeping the original Vehicle Registration Certificate (along with a photocopy of the vehicle registration certificate) being mortgaged by a credit organization or a notarized copy of the vehicle registration certificate confirmed by the financial leasing organization (along with a photocopy of the vehicle registration certificate)) or the Appointment Letter for vehicle registration issuance. - The original Technical Safety and Environmental Protection Certificate for modified motor vehicles in the case of newly modified motor vehicles.

- The frame number and engine number imprint for motor vehicles exempted from inspection as specified in Clause 3, Article 5 Circular 16/2021/TT-BGTVT.

- Declare corresponding information as specified in Appendix I issued with Circular 02/2023/TT-BGTVT.

Compared with Clause 1, Article 6 Circular 16/2021/TT-BGTVT, the regulations are as follows:

Necessary documents when creating a Vehicle Dossier and inspection

1. Creating a Vehicle Dossier

Creating a Vehicle Dossier is conducted when the motor vehicle undergoes the initial inspection to participate in traffic (in the case of the initial inspection to issue the Inspection Certificate and Inspection Stamp valid for 15 days, no Vehicle Dossier is created). When bringing the motor vehicle to the inspection authority for inspection and creating a Vehicle Dossier, the vehicle owner needs to present and submit the following documents:

a) Present: Vehicle registration documents (the original Vehicle Registration Certificate issued by a competent state agency or the Receipt of keeping the original certificate of vehicle registration being mortgaged by a credit organization) or the Appointment Letter for vehicle registration issuance;

b) Submit a photocopy of the Quality Control Slip for vehicles manufactured, assembled domestically (except liquidated motor vehicles);

c) Submit the original Technical Safety and Environmental Protection Certificate for modified motor vehicles in the case of newly modified motor vehicles.

From March 22, 2023, compared to the previous regulations, the vehicle inspection dossier has added the following documents:

- The frame number and engine number imprint for motor vehicles exempted from inspection as specified in Clause 3, Article 5 Circular 16/2021/TT-BGTVT.

- Declare corresponding information as specified in Appendix I issued with Circular 02/2023/TT-BGTVT.
