Pursuant to Appendix IIA promulgated together with Circular 06/2023/TT-BVHTTDL stipulating the position of principal specialist in cultural heritage management in charge of the following tasks:
- Develop legal documents, strategies, master plans, plans, policies, programs, schemes and projects, specifically:
+ Participate in research and development of regulations to submit to the Politburo and the Secretariat; legal documents of the National Assembly, the National Assembly Standing Committee, the Government; important strategies, master plans, plans, policies, programs, projects and projects of the sector, field or locality on cultural heritage management.
+ Assume the prime responsibility for studying and developing documents detailing, guiding the implementation, regulations of the Party, legal documents of the National Assembly, Standing Committee of the National Assembly, the Government; strategies, master plans, plans, policies, programs, projects, important schemes of the sector, field or locality.
- Guide and implement the documents, specifically:
+ Lead or participate in guiding the implementation of regulations of the Politburo and the Secretariat; legal documents of the National Assembly, Standing Committee of the National Assembly, the Government, the Prime Minister, ministries and branches; strategies, master plans, plans, policies, programs, projects and schemes of the sector, field or locality on cultural heritage management.
+ Organize, guide and monitor the implementation of professional regimes and policies; propose measures to improve the effectiveness and efficiency of management in the field of cultural heritage management.
+ Preside over or participate in organizing seminars on professional development and dissemination of experience in the planning and implementation of policies of the sector, field or locality on cultural heritage management.
- Check, review and summarize the implementation of documents, specifically:
Assume the prime responsibility for or participate in organizing preliminary, summarizing, examining, analyzing, evaluating and reporting on the implementation of regulations of the Politburo and the Secretariat; legal documents of the National Assembly, the National Assembly Standing Committee, the Government; Prime Minister, Ministries and branches; strategies, master plans, plans, policies, programs, projects and schemes of the sector, field or locality on cultural heritage management.
- Participate in the appraisal of documents, specifically:
Participate in the appraisal and comment on regulations of the Politburo and the Secretariat; legal documents of the National Assembly, Standing Committee of the National Assembly, the Government, the Prime Minister, ministries and branches; strategies, master plans, plans, policies, programs, projects and schemes related to the sector, field or locality on cultural heritage management.
- Carry out professional and professional activities, specifically:
Preside over or participate in organizing the implementation of professional and professional activities according to assigned tasks.

Pursuant to Appendix IIA issued together with Circular 06/2023/TT-BVHTTDL stipulating the experience requirements for principal specialists in the field of cultural heritage management as follows:
- Have held the rank of specialist and equivalent for full 09 years or more. In case the period is equivalent to that of an principal specialist, the period of holding the rank of specialist must be at least 1 year (full 12 months).
- During the time of holding the rank of principal specialist or equivalent, he has presided over, participated in the development and appraisal of at least 01 legal document or the topic, scheme, project or program of scientific research at grassroots level. establishments or higher that the agency employing public employees assigned to preside over the research and construction has been promulgated or accepted by competent authorities.
