What function does the General Department of Meteorology and Hydrology perform?
Pursuant to Clause 1, Article 1 of Decision No. 10/2023/QD-TTg stipulating as follows:
Location and function
1. The General Department of Meteorology and Hydrology is an organization directly under the Ministry of Natural Resources and Environment of Vietnam, performing the function of advising and assisting the Minister of Natural Resources and Environment in state management and law enforcement on meteorology and hydrology nationwide; manage and organize the implementation of public service activities within the scope of state management of the General Department in accordance with law.
2. The General Department of Meteorology and Hydrology has legal status, seals with the National Emblem, has its own account; Headquarters in Hanoi city.
Thus, according to the above regulations, the General Department of Meteorology and Hydrology performs the function of advising and assisting the Minister of Natural Resources and Environment in the state management and organization of law enforcement on hydrometeorology nationwide; manage and organize the implementation of public service activities within the scope of state management of the General Department in accordance with law.
What are the tasks and powers of the General Department of Meteorology and Hydrology?
Pursuant to Article 2 of Decision No. 10/2023/QD-TTg defining the tasks and powers of the General Department of Meteorology and Hydrology as follows:
- Submit to the Minister of Natural Resources and Environment:
+ Law project, draft resolution of the National Assembly; Ordinance project, draft resolution of the National Assembly Standing Committee; draft Government decrees, Government resolutions; draft decisions and directives of the Prime Minister; mechanisms, policies and other documents under the management of the General Department.
+ Strategies, master plans, long-term, medium-term and annual development plans, programs, projects, schemes, tasks and important national hydrometeorological works.
+ National standards, national technical regulations, economic - technical norms under the management of the General Department.
- Provide professional guidance and professional guidance within the scope of management of the General Department.
- Organize propaganda, dissemination and education of the law, raise public awareness about the fields under the management of the General Department.
- Guide, inspect and organize the implementation of legal documents, mechanisms, policies, strategies, master plans, plans, programs, projects, schemes and tasks within the scope of management. of the General Department; annually monitor, evaluate and summarize the state management of hydrometeorology nationwide according to regulations.
- Regarding the operation management of the network of hydro-meteorological stations:
+ Manage activities of hydro-meteorological observation, investigation and survey; manage and guide hydro-meteorological activities for works subject to monitoring and provide hydro-meteorological information and data in accordance with law.
+ Appraisal of hydrometeorological contents in planning and design of national key construction investment projects and projects and in planning and design of construction investment works and projects according to regulations under the law; appraise projects on construction, renovation and upgrading of hydro-meteorological works of the Ministry of Natural Resources and Environment as assigned by the Minister of Natural Resources and Environment.
+ Building, managing and exploiting the network of national hydrometeorological stations; organizing the implementation of hydro-meteorological observation, investigation and survey activities.
+ Manage the quality of hydrometeorological measuring instruments in accordance with the law on metrology and hydrometeorology.
+ Organize the protection of hydro-meteorological works belonging to the network of national hydro-meteorological stations.
- Regarding forecasting, warning and broadcasting of natural disaster forecasts and warnings, excluding natural disasters of forest fires:
+ Manage activities of forecasting, warning, broadcasting hydro-meteorological information, hydro-meteorological disasters and disaster risk levels; guide the provision and use of hydro-meteorological forecasting and warning information, hydro-meteorological disasters according to the provisions of law.
+ Inspect, supervise and evaluate the quality of forecasts, warnings, and transmission of hydro-meteorological information, hydro-meteorological disasters and disaster risk levels in accordance with law.
+ Appraise and submit to the Minister of Natural Resources and Environment for decision the grant, extension, suspension and revocation of the license for hydro-meteorological forecasting and warning in accordance with law.
+ Appraise and submit to the Minister of Natural Resources and Environment for approval according to his/her competence or submit to competent authorities for approval a plan on weather impacts; organize the implementation or supervise the implementation after being approved.
+ Organize the appraisal of tsunami warning scenarios for Vietnam as assigned by the Minister of Natural Resources and Environment.
+ Building, managing and exploiting the national hydrometeorological forecasting and warning system; organize the implementation of forecasting, warning and broadcasting of hydrometeorological information, hydrometeorological disasters and disaster risk levels; disaster risk zoning; forecast and assess climate, hydrology, hydrogeology, wind, solar, wave, hydroelectric potential in service of direction, operation, exploitation and production of non-renewable and renewable energy according to regulations of the Government.
+ Organize the formulation, appraisal and submission to the Minister of Natural Resources and Environment for publication of the national set of climate standards and national climate assessment; develop and implement the National Climate Service Framework for Vietnam on the basis of the Global Climate Service Framework.
+ Develop radio and television programs on hydro-meteorological forecasts and warnings, hydro-meteorological disasters and disaster risk levels in accordance with law.
