What is the National standard TCVN 4601:2012 on Office buildings - Design requirements in Vietnam?

The national standard TCVN 4601:2012 replaces TCVN 4601:1988.

The National standard TCVN 4601:2012 is converted from TCVN 4601:1988 according to Article 69, Clause 1 of the Law on Standards and Technical Regulations 2006 and Point b, Clause 1 of Decree 127/2007/ND-CP dated August 1, 2007, by the Government on the detailed implementation of certain provisions of the Law on Standards and Technical Regulations.

The national standard TCVN 4601:2012 was compiled by the Institute of Architecture, Urban Planning & Rural Planning, Ministry of Construction, proposed by the General Department of Standards and Quality Assessment, Ministry of Science and Technology.

The scope of application of the national standard TCVN 4601:2012 is as follows:

The national standard TCVN 4601:2012 applies to the new design or renovation and upgrading design of office buildings of state administrative agencies (hereinafter referred to as office buildings).

The national standard TCVN 4601:2012 only applies to office buildings at the Ministry, Provincial, and District levels.

The national standard TCVN 4601:2012 is referenced for the design and construction of office buildings of agencies that do not use state budget funds or use other sources of funding.

For state agencies with specific characteristics, separate regulations may be granted by competent authorities to meet their specific needs.

What are the Classification and Grades of office buildings of state agencies in Vietnam?

Based on Section 4 of the National standard TCVN 4601:2012, office buildings of state agencies are classified and graded as follows:

Classification:

Office buildings in this standard include the following types:

- Office buildings of Ministries, cross-Ministry agencies, and agencies under the Government (referred to as Ministry-level office buildings).

- Office buildings of the People's Council and People's Committee of provinces and centrally-run cities (referred to as Provincial-level office buildings).

- Office buildings of the People's Council and People's Committee of districts, towns, and cities under the province (referred to as District-level office buildings).

Grading of constructions:

- The grading of office building constructions must be appropriate to the importance, scale, location in the planning, socio-economic efficiency of the construction, purpose of use, and level of safety for people and assets, in accordance with the natural and socio-economic conditions of the locality.

- Newly invested office buildings of state administrative agencies must ensure designs according to the following construction grades:

+ Ministry-level office buildings, cross-Ministry agencies, agencies under the Government, and Provincial-level People's Council and People's Committee buildings must be constructed according to Grade I or Grade II construction standards.

+ District-level People's Council and People's Committee buildings, and Provincial-level specialized agency office buildings must be constructed according to Grade II or Grade III construction standards.

NOTE: The grading of office building constructions refers to regulations on classification and grading of civil constructions [1].

The quality of use and construction of office buildings according to construction grades is specified in Table 1.

What are the requirements of Office buildings of state agencies in Vietnam under the National standard TCVN 4601:2012?

According to the regulations in Section 7.8.4 of the National standard TCVN 4601:2012, office buildings must meet the following requirements:

- The office department includes a single-window department, public reception department, typing-administration-management office, and document copying room.

- The single-window department (a department that provides guidance, receives, processes, and returns results at a single point) must have an area that meets the requirements of the work. The area must not be less than 48 m2, of which the area for seating while waiting for work to be resolved must not be less than 30%.

- The reception and document return room of specialized agencies must have a minimum area of 24 m2.

- The public reception department must be suitable for the work requirements of the functional agencies, but not less than 18 m2.

- The public reception department must be located in a convenient position for reception and management of order and security, without affecting other activities of the agency. The public reception department must have sufficient space and chairs to serve guests during waiting time as well as when officials and civil servants meet and work.

- If the public reception department is arranged outside the working area, the area must not be less than 18 m2 depending on the construction grade.

- The typing-administration office should be located in a suitable position for use. The typing-administration office may also perform administrative tasks. For state administrative agencies at the Ministry and Provincial levels, the area must not be less than 24 m2, and for district-level agencies, it must not be less than 20 m2.

- The document copying area for photocopy machines should be calculated at 4 m2 per machine (including the space for the machine, paper and document storage cabinet, accessories, fan, and receiving area).
