Pursuant to Guideline 117-HD/BTGTW 2023 on propaganda of the 13th Congress of Vietnam Trade Unions for the 2023-2028 term. The 13th Congress of Vietnam Trade Union 2023 will be held in early December 2023 in Hanoi Capital.
Accordingly, in subsection 2, Section III of the Outline issued with Guideline 117-HD/BTGTW 2023, the Congress motto is stated as follows:

Pursuant to Section II of Guideline 117-HD/BTGTW 2023 as follows:
PROPAGANDA CONTENT
1. The Party's viewpoints and guidelines, the State's policies and laws on building a modern, strong working class and building a strong Vietnam Trade Union organization in the spirit of the Resolution of the 13th Congress of the Party, Resolution No. 20-NQ/TW and Conclusion No. 79-KL/TW, dated December 25, 2013 of the XI Politburo on promoting the implementation of Resolution No. 20-NQ/TW, dated January 28 /2008 of the 10th Party Central Committee on "Continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization of the country"; Resolution No. 02-NQ/TW, dated June 12, 2021 of the XIII Politburo on "Innovating the organization and operations of Vietnam Trade Unions in the new situation".
2. Position, role, historical mission, maturity of the working class, Vietnam Trade Union organization through 12 congresses; outstanding achievements and contributions of the team of employees and the Vietnam Trade Union organization to the cause of building and protecting the Fatherland; fight and refute wrong and hostile views about the working class and the Trade Union organization, contributing to protecting the Party's ideological foundation.

What is the responsibility of the Vietnam General Confederation of Labor in propagating the 13th Congress of Vietnam Trade Unions?
Pursuant to subsection 2, Section III of Guideline 117-HD/BTGTW 2023, the Vietnam General Confederation of Labor has the following responsibilities:
- Develop and implement a propaganda plan before, during and after the 13th Congress of Vietnam Trade Union among all levels of trade unions, union members and employees.
- Coordinate with the Central Propaganda Department to compile and publish propaganda materials about the Congress; Providing information about the Congress at Central rapporteur conferences and briefings for leaders of Central newspaper and magazine agencies.
- Coordinate with the Ministry of Culture, Sports and Tourism, sectors and localities to organize cultural - arts, sports, exhibitions, film screenings, propaganda and promotion activities to welcome the Congress.
- Directing propaganda and reporting about the Congress on the mass media of the Trade Union organization.
