When bringing motor vehicles to register authority for inspection in Vietnam, what documents do vehicle users must present and submit?
Pursuant to the provisions of Clause 2, Article 6 of Circular 16/2021/TT-BGTVT, when bringing motor vehicles to register authority for inspection, vehicle users must present the following documents and information:
- Documents on vehicle registration (original copy of Vehicle registration issued by competent authority or notice of receipt of original copy of registration certificate of vehicles used as security of credit institution) or notice on date of issuing registration; original copy of Certificate of technical safety and environmental protection for renovated motor vehicles in case of recently renovated motor vehicles
- Information on username, password, and address of website managing tracking units and/or camera for motor vehicles that are required to mount tracking units and/or camera;
- Declare information on transport service providers in document monitoring notice.
What are 09 cases of modified vehicles that are still registered from February 15, 2024 according to new regulations in Circular 43/2023/TT-BGTVT?
Pursuant to Clause 3, Article 1 of Circular 43/2023/TT-BGTVT, adding Article 4a to Article 4 of Circular 85/2014/TT-BGTVT, cases of modified vehicles that are still registered include:
(1) Changing the height of the passenger compartment door (excluding changes to the position and size of the door);
(2) Changing certain structures of the cargo compartment, such as sealing or modifying the structure of the cargo compartment door; replacing flat metal sheets with corrugated sheets or vice versa; adding metal sheets to the roof frame of a cab-over-engine vehicle without increasing the height of the cargo compartment (Hc) specified in Appendix I issued with Circular 42/2014/TT-BGTVT; installing or removing dust shields for the cargo compartment of dump trucks;
(3) Installing, replacing, or removing covers for the cargo and luggage compartments of pickup trucks without changing the dimensions of the cargo compartment and the overall dimensions of the vehicle;
(4) Installing additional detachable fog lights;
(5) Replacing the front lighting unit with a certified or legally approved lighting unit that meets the national technical standards for the optical characteristics of front lighting devices for motor vehicles, QCVN 35:2017/BGTVT, without the need to modify the vehicle's structure for installation;
(6) Replacing the light bulbs in the front lighting unit with other bulbs of equivalent power consumption without interfering with or modifying the structure of the lighting unit;
(7) Changing optional details or components of the vehicle body that do not alter the external dimensions of the vehicle, except in cases specified in Article 6 of this Circular. Installation should be carried out according to the manufacturer's recommendations or by a legally authorized representative of the manufacturer;
(8) Changing the design of certain details of the vehicle body, such as the front grille and air spoiler;
(9) Installing additional wind deflectors on the roof of a truck cabin, step bars, decorative exhaust pipes, decorative light protection strips, signal lights, without changing the external dimensions of the vehicle.
*Note: Modifications to vehicles as specified above that do not change the vehicle type specified in Appendix XI issued with Circular 43/2023/TT-BGTVT and meet the technical safety and environmental protection requirements according to the corresponding national technical standards shall be subject to technical safety and environmental protection inspection for road motor vehicles to be issued a Certificate of Inspection and Inspection Label.
