Selecting a contractor for a small-scale bidding package

1. The process of selecting a contractor for a small-scale bidding package shall follow the provisions of Section 1, Chapter II and Chapter V of this Decree.

2. Time frame in the contractor selection process:

a) Bidding documents shall be issued according to the time specified in the bidding invitation notice but shall ensure a minimum of 03 working days from the date the information is successfully posted on the national bidding network system or in the Bidding Newspaper;

b) The minimum preparation time for bidding documents is 10 days from the first issuance date of the bidding documents;

c) In case the bidding documents need to be amended, the inviting party must notify the bidders at least 03 working days before the bid closing time so that bidders have enough time to prepare their bidding documents;

d) The maximum time for evaluating bidding documents is 25 days from the bid opening date until the inviting party submits the proposal for approval of the contractor selection result along with the report on the contractor selection result;

e) The maximum time for appraising the contractor selection result is 10 days from the date the appraisal submission is received;

f) The maximum time for approving the contractor selection result is 05 working days from the date of receiving the proposal for approving the contractor selection result of the inviting party and the appraisal report of the appraisal unit;

g) Other timeframes shall comply with the provisions of Clause 1, Article 12 of the Bidding Law.

+ The minimum preparation time for EOI is 10 days for domestic bidding and 20 days for international bidding, from the first issuance date of the EOI documents to the bid closing date. The contractor must submit the EOI documents before the bid closing time;

+ The minimum preparation time for pre-qualification documents is 10 days for domestic bidding and 20 days for international bidding, from the first issuance date of the pre-qualification documents to the bid closing date. The contractor must submit the pre-qualification documents before the bid closing time.
