"Article 6. Chief market controller

3. Standards of professional competence:

a) Firmly grasp the guidelines and policies of the Party and the laws of the State; the political system, the organizational system of state agencies, the regime of civil service and civil servants, and professional and professional knowledge and skills related to the functions, tasks and powers of the market surveillance force;

a) Having held the grade of Market Controller and equivalent for full 09 years or more (not including the probationary period).
