According to the provisions of Article 4 of Circular 35/2020/TT-BGDDT and Clause 1, Article 1 of Circular 04/2022/TT-BGDDT (effective from April 19, 2022), the standards for lecturers of teacher training colleges (level III) as follows:
"Article 4. Lecturers of teacher training colleges (level III) - Code: V.07.08.22
1. Duties:
a) Teach; guide learners to do graduation topics and theses (if any);
b) Educate students on professional ethics and working style through the teaching process. Evaluate learning results, graduation results of learners;
c) Participate in the formulation and development of specialized training programs; innovate teaching methods and test methods to evaluate the learning and training results of learners;
d) Participate in the work of class leaders and academic advisors; guide discussion, practice, experiment and practice;
d) Study and foster to raise the level of political theory, expertise, professionalism and teaching methods; participate in practical activities to improve the quality of training and scientific research;
e) Participate in the management and work of the Party and mass organizations and perform other tasks in accordance with the organization and operation regulations of the educational institution and other relevant laws.
2. Standards of training and retraining qualifications:
a) Have a university degree or higher relevant to the job position and teaching major;
b) Have a certificate of professional training in pedagogy (for lecturers who do not graduate from a university of pedagogy or a university of technical pedagogy);
c) Have a certificate of training according to the professional title standards of a teacher at a pedagogical college.
3. Standards of professional competence:
a) Master the basic knowledge of the subjects assigned to teach and have general knowledge of a number of related subjects in the assigned training major;
b) Understand and properly implement the objectives, plans, contents and programs of the assigned subjects in the training major;
c) Effectively and safely use teaching aids and teaching equipment;
d) Capable of scientific research; applying scientific, technical and technological advances to teaching, production and life;
dd) Have the ability to apply information technology and use foreign languages in performing the duties of the title of lecturer at teacher training college (level III)."

"Article 5. Lecturer of main teacher training colleges (level II)- Code: V.07.08.21
1. Duties:
a) Teach; guide learners to do graduation topics and theses (if any);
b) Educate students on professional ethics and working style through the teaching process. Evaluate learning results, graduation results of learners. Organize and guide learners in scientific research; guide learners in effective learning and research methods; detect the forte capacity of learners to organize training and fostering talents;
c) Preside over or participate in program compilation and appraisal; proactively regularly update scientific achievements in the development of training content and programs; innovate teaching methods and test methods to evaluate the learning and training results of learners;
d) Participate in fostering and developing the contingent of lecturers at pedagogical colleges according to professional and professional development requirements; take charge or participate in organizing professional activities in subjects, faculties or educational institutions;
dd) Participate in the work of class leaders and academic advisors; guide discussion, practice, experiment and practice;
e) Participate in compiling textbooks, reference books, monographs, manuals, translating books and textbooks in foreign languages into Vietnamese (hereinafter referred to as training books);
g) Study and foster to raise the level of political theory, expertise, professionalism and teaching methods; participate in practical activities to improve the quality of training and scientific research;
h) Participate in the management and work of the Party and mass organizations and perform other tasks in accordance with the regulations on organization and operation of the educational institution and other relevant laws.
2. Standards of training and retraining qualifications:
a) Possess a master's degree or higher relevant to the job position, major and teaching discipline;
b) Have a certificate of professional training in pedagogy (for lecturers who do not graduate from a university of pedagogy or a university of technical pedagogy);
c) Have a certificate of training according to the professional title standards of a teacher at a pedagogical college.
3. Standards of professional competence:
a) Have in-depth knowledge of the subjects and disciplines assigned to teach; have knowledge of relevant subjects and disciplines; have a deep understanding of professional practice;
b) Firmly grasp the reality and development trend of training and scientific research of the major; proficiently apply skills and pedagogical methods to teaching; have the ability to evaluate and summarize experiences and teaching methods for dissemination and application in educational institutions;
c) Take charge for performing at least 01 (one) science and technology task at grassroots level or higher that has been accepted for acceptance with satisfactory results or higher;
d) Preside over or participate in the compilation of at least 01 (one) training book, which is appraised and accepted by the scientific council (established by the head of the educational institution or approved by a competent authority) and put into use in training and fostering at intermediate level or higher suitable to the majors of teaching or training of lecturers of pedagogical colleges and having the international standard code ISBN;
dd) Authors with at least 02 (two) scientific articles which are scientific research works of lecturers of pedagogy colleges which have been published in scientific journals with international standard code ISSN;
e) Capable of applying information technology and using foreign languages in performing the duties of the title of main teacher of pedagogy college (level II);
g) Officials who take the exam or consider for promotion to the title of main teacher of pedagogy college (level II) must have held the title of lecturer at a pedagogical college (level III) or the equivalent for at least full 09 years (nine years) for holders of university degrees, full 06 (six) years for holders of master's degrees; in which, must have at least 01 year (full 12 months) holding the title of lecturer in a pedagogical college (level III) by the end of the deadline for submitting the application for examination or consideration for promotion."

"Article 6. Lecturers of advanced teacher training colleges (level I) - Code: V.07.08.20
1. Duties:
a) Teach; guide learners to do graduation topics and theses (if any);
b) Educate students on professional ethics and working style through the teaching process. Evaluate learning results, graduation results of learners. Organize and guide learners in scientific research; guide learners in effective learning and research methods; detect the forte capacity of learners to organize training and fostering talents;
c) Preside over the formulation and development of specialized training programs; propose directions and measures for the development of the sector or major. Actively regularly update scientific achievements into the development of training content and programs; innovate teaching methods and test methods to evaluate the learning and training results of learners;
d) Preside over or participate in compiling or appraising training programs and books;
dd) Preside over or participate in the implementation of scientific programs and scientific research topics; scientific research orientation for professional groups and groups; organize scientific and technological consultancy activities and technology transfer in service of economy, society, national defense and security; write scientific reports, exchange experiences on education at home and abroad;

b) Have a certificate of professional training in pedagogy (for lecturers who do not graduate from a university of pedagogy or a university of technical pedagogy);
c) Have a certificate of training according to the professional title standards of a teacher at a pedagogical college.
3. Standards of professional competence:
a) Have in-depth knowledge of the subjects and disciplines assigned to teach; have knowledge of relevant subjects and disciplines; have a deep understanding of professional practice, scientific and technical advances and new technologies of the assigned teaching professions and professions;
b) Firmly grasp the practice and development trend of training and scientific research of the major; proficiently apply skills and pedagogical methods to teaching; have the ability to evaluate and summarize experiences and teaching methods for dissemination and application in educational institutions;
c) Take charge for performing at least 02 (two) grassroots-level science and technology tasks or 01 (one) higher-level science and technology tasks that have been tested and accepted with satisfactory results or higher;
d) Preside over compiling at least 01 (one) training book, which is appraised, accepted and put into use by the scientific council (established by the head of the educational institution or approved by a competent authority). used in training and fostering at the intermediate level or higher, suitable to the majors of teaching or training of lecturers of pedagogical colleges and having the international standard code ISBN;
dd) Authors with at least 04 (four) scientific articles which are scientific research works of lecturers of pedagogy colleges which have been published in scientific journals with international standard code ISSN;
e) Capable of applying information technology and using foreign languages in performing the duties of the title of lecturer at a senior pedagogical college (level I);
g) Officials who take the exam or consider for promotion to the title of lecturer at a senior pedagogical college (level I) must have held the title of lecturer at a major pedagogical college (level II) or the equivalent for at least 06 months. (six) years, of which at least 01 year (full 12 months) must be held as a main teacher of a pedagogical college (level II) by the end of the deadline for submitting the application for examination or consideration for promotion."
