On March 29, 2024, following the proposal of the Head of the Organizational Department, the Minister of Information and Communications issued Circular 01/2024/TT-BTTTT to amend:
- Appendix III attached to Circular 08/2023/TT-BTTTT guiding the positions of leadership, management, and professional titles of public employees in the field of Information and Communications;
- Appendix II attached to Circular 09/2023/TT-BTTTT guiding the positions of officials in the field of Information and Communications in agencies and organizations in the field of Information and Communications.
In particular, Article 2 of Circular 01/2024/TT-BTTTT amends the job description of the position of principal specialist in telecommunications management in 2024 as follows:
Job title: Principal specialist in telecommunications management
Corresponding official position: Principal specialist
Job objectives: Leading or participating in research, advisory work, and the development of legal documents; strategies, plans, policies, programs, projects, and important proposals in the field of telecommunications and the Internet; leading or participating in the organization and implementation of specialized tasks assigned within the scope of work.
JOB DESCRIPTION:
- Leading or participating in the research, development, guidance, organization, inspection, examination, and supervision of the implementation of regulations by the CPV Central Committee, the Secretariat; legal documents; strategies, plans, policies, programs, projects, and important proposals in the field of telecommunications and the Internet (including telecommunications used exclusively for the Communist Party of Vietnam and the State agencies).
- Leading or participating in the assessment, summarization, evaluation, and reporting on the implementation of regulations by the CPV Central Committee, the Secretariat; legal documents; strategies, plans, policies, programs, projects, and important proposals in the field of telecommunications and the Internet.
- Leading or participating in the training, dissemination of experience in planning and implementing policies in the field of telecommunications and the Internet.
- Leading or participating in the organization and implementation of specialized activities and tasks assigned, including:
(1) Field of telecommunications and the Internet
+ Appraising and processing administrative procedures in the field of telecommunications and the Internet.
+ Statisticizing, analyzing, and evaluating the management of the telecommunications and Internet sector.
+ Handling recommendations, complaints, and disputes in the field of telecommunications and the Internet.
+ Developing standards, quality criteria for products and services in the field of telecommunications, economic and technical norms, topics, scientific and technological projects under the Ministry in the field of telecommunications and the Internet.
+ Monitoring telecommunications and Internet activities.
+ International cooperation in the field of telecommunications and the Internet.
+ Internet resource management.
+ Promoting the development of Internet resource utilization.
(2) Field of telecommunications used exclusively for the Communist Party of Vietnam and the State agencies (applicable to the Central Post Office Department):
+ Building and implementing projects to develop telecommunications network systems of the Department.
+ Researching, deploying, and applying new technology and techniques to ensure compatibility, synchronization, and security for the telecommunications network and information technology in line with the overall network development plan of the Department.
+ Summarizing, analyzing, and evaluating the current situation and output of the telecommunications network of the Department.
- Performing other tasks as prescribed by law or assigned by superiors.

Pursuant to Section II of the Competency Framework for officials in the field of information and communications specified in Appendix III attached to Circular 09/2023/TT-BTTTT, the principal specialist in telecommunications management must have the following competencies:
- Solid understanding of the Communist Party of Vietnam's principles, guidelines, laws regarding the industry, work sectors, and specialized knowledge and skills in the field of telecommunications and management.
- Ability to participate in the development of legal documents, projects, programs, action plans, and guidelines for implementing regulations, policies, and state management in the industry, work sectors, or localities.
- Understanding of the current situation and development trends of the industry, work sectors domestically and globally; ability to conduct research to serve management and information processing.
- Ability to work independently or in coordination with a team; skills in drafting documents and presenting research and advisory tasks assigned
What are the educational requirements for the position of principal specialist in telecommunications management in Vietnam in 2024?
Pursuant to Section II of the Competency Framework for officials in the field of information and communications specified in Appendix III attached to Circular 09/2023/TT-BTTTT, the principal specialist in telecommunications management must have the following qualifications:
- Educational background: Graduated from a university or higher with a major or specialization relevant to the work field.
- Additional knowledge:
+ Have a level of state management for officials in the principal specialist position.
+ Have computer skills and proficiency in a foreign language as required by the ministry, department, or local authority for specific job positions.
- Experience (work achievements):
+ Have held the specialist position or equivalent for at least 9 years. In case of equivalent time in the specialist position, the minimum requirement is 1 year (12 months).
+ During the time in the specialist position or equivalent, have led or participated in the development and appraisal of at least 1 legal document or research topic, project, or scientific research program at the basic level or above, which was assigned to the employing agency and authorized to be issued or accepted for evaluation.
