On March 29, 2024, following the proposal of the Head of the Official Organization Department, the Minister of Information and Communications issued Circular 01/2024/TT-BTTTT to amend:
- Appendix III attached to Circular 08/2023/TT-BTTTT guiding the positions of leadership, management, and professional titles of specialized public employees, as well as the organizational structure of public employees according to professional titles in public service providers in the field of Information and Communications;
- Appendix II attached to Circular 09/2023/TT-BTTTT guiding the positions of specialized officials in the field of Information and Communications in agencies and organizations in the field of Information and Communications.
In particular, Article 2 of Circular 01/2024/TT-BTTTT amends the job description for specialists in telecommunications management in 2024 as follows:
Job title: Specialists in telecommunications management
Equivalent officials rank: Specialists
Job objectives: Participate in research and provide advice on the development of legal documents; strategies, planning, plans, policies, programs, projects, and important proposals in the field of telecommunications and the Internet; take charge or participate in organizing and implementing assigned professional tasks..
JOB DESCRIPTION:
- Participate in research, development, guidance, organization, inspection, examination, and supervision of the implementation of regulations by the Politburo, the Party Central Committee; legal documents; strategies, planning, plans, policies, programs, projects, and important proposals in the field of telecommunications and the Internet (including private telecommunications for Party and State agencies).
- Participate in summarizing, evaluating, and reporting on the implementation of regulations by the Politburo, the Party Central Committee; legal documents; strategies, planning, plans, policies, programs, projects, and important proposals in the field of telecommunications and the Internet.
- Participate in professional training and knowledge dissemination on the planning and implementation of policies in the telecommunications and Internet field.
- Take charge or participate in organizing and implementing specialized activities and tasks assigned, specifically:
(1) Telecommunications and Internet field:
+ Assess and handle administrative procedures in the telecommunications and Internet field.
+ Collect, analyze, and evaluate management activities in the telecommunications and Internet sector.
+ Resolve suggestions, complaints, and disputes in the telecommunications and Internet field.
+ Develop standards, quality criteria for products and services in the telecommunications field, economic and technical norms, topics, scientific and technological projects under the Ministry of Information and Communications in the telecommunications and Internet field.
+ Supervise telecommunications and Internet activities.
+ International cooperation in the telecommunications and Internet field.
+ Manage Internet resources.
+ Promote the development of Internet resource utilization.
(2) Private telecommunications for Party and State agencies (applicable to the Central Postal Administration):
+ Develop and implement projects to develop the telecommunications network systems of the Administration.
+ Research, deploy, and apply new technological techniques to ensure compatibility, synchronization, and safety for the telecommunications network and computers in line with the Administration's network development plan.
+ Summarize, analyze, and evaluate the current situation and output in the telecommunications network of the Administration.
+ Control telecommunications activities (control over session connections, operational control; control over receiving information from various sources; control over recording on TH5A forms, installation and relocation records, document recording, handling relevant documents, requests, instructions related to work, etc.).
- Perform other tasks as prescribed by law or assigned by superiors.

Pursuant to Section III of the Competency Framework for specialized officials in the field of Information and Communications as specified in Appendix III attached to Circular 09/2023/TT-BTTTT, specialists in telecommunications management must have the following qualifications:
- Education level:
Graduated from university or higher education with a major or specialized training in line with the working field.
- Additional knowledge:
+ Have state management qualifications for officials in the specialist rank.
+ Have computer and foreign language skills as required by the ministry, sector, or locality for each specific job position.
What are competencies of specialists in telecommunications management in Vietnam?
Pursuant to Section III of the Competency Framework for specialized officials in the field of Information and Communications as specified in Appendix III attached to Circular 09/2023/TT-BTTTT, specialists in telecommunications management must have the following competencies:
- Have a solid understanding of the Party's guidelines, laws and regulations regarding the industry, the working field, the objectives, and the management subjects, as well as the principles and management mechanisms within the scope of work.
- Have the ability to participate in the development and guidance of the implementation of state management regimes, policies, and regulations within the industry, field, or locality; have the ability to participate in research to serve management and handle management information.
- Have the ability to work independently or in coordination with a team; have skills in drafting documents and presenting issues assigned for consultation and proposals.
