Pursuant to Circular 3/2023/TT-BNV guiding a number of provisions of Decree 101/2017/ND-CP on training and fostering officials and public employees and Decree 89/2021/ND-CP amends and supplements a number of articles of Decree 101/2017/ND-CP on training and fostering officials and public employees here.
The latest form of the certificate of training for officials and public employees is the form in Appendix I issued together with Circular 3/2023/TT-BNV.

What are the points to note in terms of the form of the training certificate for officials and public employees in Vietnam according to Circular 3/2023/TT-BNV?
Based on the content in Appendix I issued together with Circular 3/2023/TT-BNV, in terms of form, it is necessary to note the following contents:
(1) Certificate size: 13 cm x 19 cm
(2) Color of the certificate: The outside of the certificate of officials and public employees is blood red, the inside is white.
(3) Presentation technique:
The certificate when folded vertically has 4 pages:
Page 1: At the top is the national emblem "SOCIALIST REPUBLIC OF VIETNAM" presented in Times New Roman font, font size 12, uppercase, vertical, bold, gold color.
- Next is the image of the National Emblem, gold color.
- Then the words "CERTIFICATE" in the middle of the page, presented in Times New Roman font, font size 20, uppercase, bold, bold, gold color.
Page 2: The top line "NAME OF SUPERIOR AGENCY, ORGANIZATION" means the immediate superior agency or organization of the training, retraining, training and research institution (including the Academy of Administration. Country), presented in Times New Roman font, font size 12, uppercase, vertical font.
- The next line is "NAME OF TRAINING, TRAINING, RESEARCH FACILITIES OR TRAINING, RESEARCH FACILITIES" which is written in full according to the official name in the legal document of establishment, presented in the font Times New Roman, font size 13, uppercase, vertical, bold.
- Next is a photo of the certificate holder, 4 cm x 6 cm in size, white background, and bordered. The last line is the certificate decision number, presented in Times New Roman font, font size 13, vertical typeface.
Page 3: The top line is the National Ensign "SOCIALIST REPUBLIC OF VIETNAM" presented in Times New Roman font, font size 12, uppercase, vertical, bold font.
- The text under "Independence - Freedom - Happiness" is presented in Times New Roman, font size 13, in bold, vertical font, centered below the above text; the first letters of the phrases are capitalized, between the phrases there is a hyphen, there is a space for letters; below there is a horizontal line, solid line, the length is equal to the length of the text.
- Next is the words "DIRECTOR (PRINCESS) OF TRAINING, RESERVING FACILITIES OR TRAINING AND RESEARCH FACILITIES". Names of training and retraining institutions, training and research institutions are written in full as on page 2, Times New Roman font, font size 12, uppercase, vertical font.
- Followed by the lines “Certification: Mr. (Mrs.); Born on ... month ... year; Work unit; Completed the program; From date...month...year; To date...month...year" is presented in Times New Roman font, font size 12, vertical typeface; The first letters of phrases are capitalized.
- The text of the place name and the date, month and year of the certificate is presented in Times New Roman font, font size 12, italic style; for date numbers less than 10 and January and February, a leading zero must be added; There is a comma after the address.
- The next line must write the position, signature, full name of the signer and seal of the training or retraining institution, training or research institution. The title of the signer is presented in Times New Roman font, font size 13, uppercase, vertical, bold. The name of the signer is presented in Times New Roman, font size 13, in bold, vertical font.
- The size of the National Emblem and other presentation details are decided by the training and retraining institutions, the training and research institutions, but ensuring the general balance.
What are the conditions for being granted a training certificate for officials and public employees in Vietnam according to Circular 3/2023/TT-BNV?
Pursuant to Article 6 of Circular 3/2023/TT-BNV as follows:
Conditions to be granted a certificate of training program
A certificate of training program is granted to students who fully meet the following conditions:
1. Fully participate in learning according to the provisions of the fostering program.
2. Have enough tests, writing essays, essays and projects according to the provisions of the training program; Tests, essays, essays, and projects must achieve at least 50% of the points according to the scale specified by the program.
3. Strictly and fully comply with the provisions of law on fostering officials and public employees; regulations and study rules of the National Academy of Public Administration; training and retraining establishments; training and research institutions.
Thus, a certificate of training for officials and public employees is granted when participating students fully meet the above conditions.
Circular 3/2023/TT-BNV takes effect from June 15, 2023.
