Pursuant to Clause 1, Article 13 of Decree 23/2015/ND-CP stipulates as follows:
- Authentication book is used to oversee and manage authentications performed at the agency or organization that perform authentication.
- Authentication book must be written continuously from page to page (No page is left blank). A stamp must be affixed on adjoining edges of all pages of the book and used for a year.
- At the end of year, close the book and enumerate all the authentications performed in the year, sign for confirmation, write full name and affix seal.

Vietnam: What is the authentication number?
Pursuant to Clause 2, Article 13 of Decree 23/2015/ND-CP stipulates as follows:
Authentication book
1. Authentication book is used to oversee and manage authentications performed at the agency or organization that perform authentication. Authentication book must be written continuously from page to page (No page is left blank). A stamp must be affixed on adjoining edges of all pages of the book and used for a year. At the end of year, close the book and enumerate all the authentications performed in the year, sign for confirmation, write full name and affix seal.
2. Authentication number is ordinal numbers written in an authentication book enclosed with the number, year of authentication and symbols of authentications... Ordinal numbers noted in the authentication book must start from 01 continuously to the end of year. In case the year is not yet finished but the book is full, the next ordinal number must be noted on another book. For any book used for the next year, ordinal number must start from 01.
The numbers noted in the authenticated document correspond to authentication number noted in the authentication book.
3. In case agencies or organizations apply information technology to authentication, all the information according to specimen authentication book enclosed herewith must be adequate. On the monthly basis, agencies or organizations shall print and make a book with a stamp affixed on adjoining edges; at the end of December 31 annually, all individual monthly books shall be gathered into a general authentication book according to type of authentication performed in a year. Formation, noting and closing of authentication book shall conform to the provisions set out in Clauses 1 and 2 of this Article
4. Specimen authentication book enclosed herewith includes:
a) Book for certification of true copies from originals (SCT/BS);
b) Authentication book for signatures, append fingerprints (SCT/CK, ĐC);
c) Authentication book for translators’ signatures (SCT/CKND);
dd) Authentication book for contracts (SCT/HĐ, GD);

What is the method of specifying authentication numbers in the authentication book in Vietnam?
Pursuant to Article 4 of Circular 01/2020/TT-BTP stipulating method of specifying authentication number as follows:
- Authentication number of copies from master registers specified in Point b Clause 3 Article 20 Decree No. 23/2015/ND-CP shall be authentication number specified depending on each document to be authenticated; do not grant authentication number depending on number of applicants for authentication.
E.g. Mr. A applies for authenticating copies from master registers of 3 types of documents: ID card bearing Mr. Nguyen Van A’s name, ID card bearing Ms. Nguyen Thi B’s name and residence registration book of Mr. Nguyen Van A’s household. Upon collecting authentication number, copy of ID card bearing Mr. Nguyen Van A’s name shall be assigned with a number, copy of ID card bearing Mr. Nguyen Thi B’s name shall be assigned with a number and copy of residence registration book of Mr. Nguyen Van A’s household shall be assigned with a number. Thus, the authenticating agency shall use 3 different authentication numbers for 3 types of documents.
- Authentication number for signatures on documents and signatures of translators shall be the authentication numbers specified depending on each type of documents that require signature authentication; do not grant authentication number depending on number of applicants for authentication.
E.g. 1: Mr. Tran Van H applying for authenticating signatures on 2 personal data sheets and pension authorization letters shall be assigned with 2 different authentication number. 1 for the signature on personal data sheet and 1 for the signature on the pension authorization letter.
E.g. 2: Ms. Le Thi B applies for authenticating translator’s signatures (based on sample signature registered to the Department of Legal Affairs by the translator) on 3 documents: passport translation, conference invitation translation and contract translation. Each type of translation must be assigned with 1 authentication number. In this case, Department of Legal Affairs shall use 3 authentication numbers rather than merge and use 1 single authentication number for 1 person.
- Authentication number for contracts shall be assigned on a case-by-case basis; do not grant number depending on number of applicants or number of contracts;
E.g. Mr. Le Van H and Ms. Nguyen Thi M apply for authentication of contract for transferring land use rights and contract for renting store. In this case, 1 authentication number shall be assigned for the contract for transferring land use rights and 1 authentication number for the contract for renting store.
