Pursuant to Subsection 3 and Section B of Notice 29/TB-VPCP in 2023, the Prime Minister has assessed and directed the project of Long Thanh International Airport as follows:
The Long Thanh International Airport Project is a critical national project with strong support from the Party and State, both of which have been interested in directing and promulgating resolutions to ensure its implementation.
In Decision 1777/QD-TTg in 2020 approving the investment project to build Long Thanh International Airport phase 1, the Prime Minister has assigned full tasks and responsibilities to each ministry, branch, and locality. At the same time, in meetings to review the project's implementation, the Prime Minister and Deputy Prime Minister asked ministries and branches to actively perform tasks.
However, the requirements set forth in the progress have not been achieved so far; the main reason is due to the implementation stage (including the bidding for the passenger terminal package of the Component 3 Project). The main responsibility lies with the investor (ACV), the owner's representative of the ACV (the Committee for the Management of State Capital at Enterprises), and the state management agency (the Ministry of Transport).

Based on the above situation and also in Subsection 3 of Notice 29/TB-VPCP in 2023 (Section B), the Prime Minister requested relevant agencies review their responsibilities according to their functions, tasks, and assigned tasks, and at the same time be responsible for focusing on overcoming and compensating for the time that has been wasted.
Request relevant agencies to redefine their responsibilities to organize the implementation according to their competence, with a note on site clearance and resettlement, as follows:
- Although the People's Committee of Dong Nai Province attempted to clear the site, it was unable to complete the current workload. However, the People's Committee of Dong Nai province needs to learn from its experience when it has not achieved the set goals. In the future, it needs to try and make more efforts to overcome Request the People's Committee of Dong Nai Province:
- Complete the site clearance and hand over the project site for phase 1 (an area of 1,810 ha) as soon as possible in the first quarter of 2023, and the site for two traffic routes connecting to Long Thanh International Airport (in conjunction with the project's public service road) as soon as possible in the second quarter of 2023.

- Improve infrastructure, health care, and education as soon as possible; mobilize enough teachers to meet the needs of the resettlement area; and prioritize the completion of the amusement park, entertainment, physical training, sports, and public green areas.
Has the Prime Minister requested to speed up the implementation of the Long Thanh International Airport Construction Investment Project?
Regarding the implementation of the airport construction investment project, subsection 3 and Section B of Notice 29/TB-VPCP in 2023 clearly state the following:
- Regarding the selection of the contractor for the passenger terminal package, urgently request the implementation of feasible bidding options according to the Bidding Law to select a contractor with full capacity and experience in construction work to meet the quality and schedule requirements and do not increase the total investment unreasonably.
- The Ministry of Planning and Investment and the Ministry of Finance are responsible for allocating sufficient capital for the project without delay and without affecting the project's implementation progress.
- Speed up the project's implementation, agree to establish a working group led by Deputy Prime Minister Tran Hong Ha, Chairman of the Committee for State Capital Management at Enterprises, and the Minister of Transport. As Deputy Team Leader, members are leaders of the Ministries of Transport, Planning and Investment, Finance, Construction, Natural Resources and Environment, Public Security, National Defense, and the Dong Provincial People's Committee.
