What are the criteria for the title of People's Teacher of Vietnam from May 25, 2024?
Pursuant to the regulations stated in Article 7 of Decree 35/2024/ND-CP, the "People's Teacher" title is awarded to individuals who are loyal to the homeland, faithfully follow the CPV's guidelines, adhere to the policies and laws of the State, and possess good moral qualities. The following individuals are included in this category:
Teachers, educational managers, and educational researchers, including:
- Teachers and educational managers at educational institutions who are responsible for nurturing, caring for, and educating (referred to as teaching) students according to the provisions of the Education Law.
- Educational managers who are responsible for management tasks at educational management agencies according to the provisions of the law (referred to as educational managers at educational management agencies).
- Educational researchers who are responsible for scientific research in education and training, vocational education.
- Retired teachers, educational managers at educational institutions, educational managers at educational management agencies, and educational researchers who are retired under the social insurance regime, with consecutive tenure periods considered for the title assessment;
- Retired teachers, educational managers at educational institutions, educational managers at educational management agencies, and educational researchers who are retired under the social insurance regime and continue to work as teachers, lecturers, or permanent educational managers at private and non-public educational institutions.
To be awarded the "People's Teacher" title, the aforementioned individuals must meet the criteria of:
- Having previously been awarded the "Teacher of Merit" title
- Achieving the following criteria:
+ Teachers have direct teaching experience of 20 years or more; for educational managers at educational institutions, educational managers at educational management agencies, and educational researchers, they must have worked in the industry for 25 years or more, including at least 15 years of direct teaching experience.
+ Dedication, passion for the profession, love for and fair treatment of learners, with professional credibility and wide influence in the industry and society, serving as exemplary teachers, outstanding models in innovative management, nurturing and teaching; have the ability to advise, consult, and support colleagues in professional and vocational activities, as well as in capacity development and training; actively participate in social activities and make significant contributions to the community's interests, for the cause of education and training; respected by learners, colleagues, and the people
+ Excellent pedagogical talent is defined for each target group as follows:
++ Teachers, educational managers at preschool education institutions who are not covered by this clause must meet the following criteria:
Author of 01 recognized effective initiative in teaching or management, with the ability to expand at the ministry, department, industry, province level;
Participation in the development of 01 training document according to the training programs at the ministry, department, industry, province level, organized by the agency or participation in the preparation of 01 specialized report at conferences and workshops organized by the ministry, department, industry, province, or 01 participation in the development of preschool education programs approved by the Ministry of Education and Training;
++ Teachers, educational managers at general education institutions, continuing education institutions, ethnic boarding high schools, ethnic boarding secondary schools, education and nurturing schools, talent schools, preparatory universities, vocational education centers, intermediate schools who are not covered by this clause must meet the following criteria:
Author of 01 recognized effective initiative in teaching or management, with the ability to expand at the ministry, department, industry, province or head of a provincial-level scientific and technological task, which has been accepted from the achieved level onwards;
Participation in the development of 02 training documents according to the training programs at the ministry, department, industry, province level, organized by the agency or participation in the preparation of 02 specialized reports at conferences and workshops organized by the ministry, department, industry, province, or 02 participation in the development of education programs, textbooks, curriculum of localities approved by the Ministry of Education and Training, relevant levels according to their authority, or editor-in-chief of 01 textbook or head of 02 scientific and technological tasks at the basic level or higher, which have been accepted;
++ Teachers, educational managers at colleges, district-level political centers, provincial political schools, training centers for officials and civil servants of ministries, departments, and industries who meet the following criteria:
Author of 02 recognized effective initiatives in teaching or management, with the ability to expand at the ministry, department, industry, province or head of a provincial-level scientific and technological task, which has been accepted from the achieved level onwards;
Author of 03 scientific papers; editor-in-chief of 01 textbook or leading the compilation of 03 training documents according to the training programs organized by the ministry, department, industry, province, or participation in the development of 05 textbooks, guidance for 02 successful doctoral dissertations;
++ Teachers, educational managers at universities, educational research officers who meet the following criteria:
Head of a national-level scientific and technological task that has been accepted from the achieved level onwards or head of 02 provincial-level scientific and technological tasks, which have been accepted from the achieved level onwards;
Author of 10 scientific papers, editor-in-chief of 01 textbook, supervisor of 02 successful doctoral dissertations;
++ Educational managers at education management agencies at the district and provincial levels who meet the following criteria:
Author of 03 recognized effective initiatives in teaching, teaching or management, with the ability to expand at the ministry, department, industry, province or head of a provincial-level scientific and technological task, which has been accepted from the achieved level onwards;
Participation in the development of 02 training documents according to the training programs at the ministry, department, industry, province level, organized by the agency or participation in the preparation of 02 specialized reports at conferences and workshops organized by the ministry, department, industry, province;
++ Educational managers at education management agencies at the central level, ministries, departments, and industries who meet the following criteria:
Head of a national-level scientific and technological task that has been accepted from the achieved level onwards or head of 02 provincial-level scientific and technological tasks, which have been accepted from the achieved level onwards;
Author of 05 scientific papers or editor-in-chief of 01 textbook or participation in the drafting of 05 legal normative documents that have been issued.
++ Teachers, educational managers working at educational institutions for 5 years or more in areas with particularly difficult economic and social conditions or schools and classes for people with disabilities, inclusive education development support centers must meet the following criteria:
Participation in the development of 01 training document according to the training programs at the ministry, department, industry, province level, organized by the agency or participation in the preparation of 01 specialized report at conferences and workshops organized by the ministry, department, industry, province, or author of 01 recognized effective initiative in teaching or management, with the ability to expand at the ministry, department, industry, province level;
Having effective measures and solutions in supporting the teaching and learning of learners with special circumstances to excel in their studies, building classrooms, mobilizing learners with special circumstances and difficult circumstances to attend school and maintaining the number of learners, confirmed or rewarded by higher-level management agencies;
++ The criteria for excellent pedagogical talent specified in this clause are converted into equivalent for the types of achievements in Appendix I, Appendix II attached to Decree 35/2024/ND-CP.
+ Contributions and achievements in the field of education and training are as follows:
++ Achievement of the title of provincial excellent teacher or award of the title of Emulation Fighter at the ministry, department, industry, province level once;
01 award of the Diploma of Merit of the Prime Minister of Vietnam once or achievement of the title of National Emulation Fighter once or award of a medal. For teachers, educational managers at preschool education institutions, primary education institutions, lower secondary education institutions, educational nurturing schools, continuing education institutions, vocational education centers, and intermediate schools, they must have been awarded a certificate of merit twice according to their achievements at the ministry, department, industry, province level;
++ The criteria for contributions and achievements in the field of education and training specified in this clause are converted into equivalent for the types of achievements in Appendix I attached to this Decree..
+ For the heads, deputy heads of agencies, organizations, units, Chairpersons of University Councils, Deputy Chairpersons of University Councils (if any); Chairpersons of School Councils, Deputy Chairpersons of School Councils (if any); Directors, Deputy Directors of universities, academies; Rectors, Deputy Rectors of higher education institutions and equivalent, the collective managed by the individual must achieve the title of "Advanced Labor Collective" or "Advanced Unit" for 3 consecutive years of the proposed year, including 2 of the following emulation titles, commendation forms:
"Excellent Labor Collective"; "Determined-to-Win Unit"; certificates of merit at the ministry, department, industry, province level; flags of emulation at the ministry, department, industry, province level; state-level emulation titles, commendation forms. In case the collective is not eligible for the recognition of the title "Advanced Labor Collective" or "Advanced Unit", it is replaced by the flag of emulation at the ministry, department, industry, province level or certificates of merit at the ministry, department, industry, province level or state-level emulation titles, commendation forms.
Who is eligible for consideration for awarding the title of People's Teacher of Vietnam?
Pursuant to Article 2 of Decree 35/2024/ND-CP, the following individuals are eligible for consideration for awarding the state title of People's Teacher:
- Teachers, education administrators, and educational research officers, including:
+ Teachers and administrators of education institutions who are responsible for nurturing, educating, and teaching within education institutions according to the provisions of the Education Law.
+ Administrators who are responsible for management in educational management agencies as stipulated by the law.
+ Educational research officers who are responsible for scientific research in education and training, vocational education.
+ Teachers, administrators of education institutions, administrators in educational management agencies, and educational research officers who have retired under the social insurance regime between two consecutive consideration periods for awarding titles.
+ Retired teachers, administrators of education institutions, administrators in educational management agencies, and educational research officers who continue to work as teachers, lecturers, or administrators in private and non-public education institutions.
+ Organizations and individuals involved in the process of consideration for awarding the titles of "People's Teacher" and "Teacher of Merit".
Decree 35/2024/ND-CP comes into force from May 25, 2024.
