- Leadership and management:

- Have the initiative in implementing assigned tasks.
- Have the authority to make decisions on specific issues within their jurisdiction.
- Have the authority to sign documents related to the functions, tasks, and powers of the unit as required.
- Have the authority to assign tasks to staff and employees within the unit according to their jurisdiction.
- Receive guidance and instructions within the scope of duties and powers.
- Participate in meetings related to the area and field of work of the unit.
What are the requirements for qualifications and capabilities of the Dean of the University in Vietnam?
Pursuant to subsection 5 of the job position description for the Dean, Department Head, Center Director, and equivalent positions in Appendix III issued with Circular 04/2024/TT-BGDDT, the requirements for qualifications and capabilities of the Dean of the University are as follows:
(1) Qualification requirements:
- Educational qualifications:
+ Professional qualifications that meet the standards of professional titles and leadership positions as defined by laws and regulations on the organization and operation of universities/academies.
+ Political theory qualifications that meet the conditions and standards specified by the Party, laws, and authorized levels.
- Training and certification:
+ Meet the conditions specified by laws and regulations of the authorized levels.
+ Training to meet the standards of professional titles as prescribed by specialized laws.
+ Experience (work achievements): Have management experience from department level and equivalent positions.
- Personal qualities:
+ Absolute loyalty, trustworthiness, and diligent adherence to the Party's guidelines, state laws, and unit regulations.
+ High sense of responsibility towards work and teamwork.
+ Honesty, perseverance, and willingness to listen.
+ Calm and carefulness.
+ Creative thinking and independent mindset.
+ Ability to gather and unite internally.
+ Other qualities (that are suitable for the requirements of the position).
