What is the Ho Chi Minh Communist Youth Union?
Under the Charter of the Ho Chi Minh Communist Youth Union adopted by the XI National Congress of the Ho Chi Minh Communist Youth Union on 13/12/2017 as follows:
Members of the Ho Chi Minh Communist Youth Union are advanced Vietnamese youths, striving for the goals and ideals of the Communist Party of Vietnam and President Ho Chi Minh, with the spirit of patriotism and national self-reliance; lead a healthy, frugal, honest lifestyle; be active and exemplary in study, labor, social activities and defend the Fatherland, closely associated with youths; strictly abide by the laws of the State and the Charter of the Union.
Specifically, in Article 1 of the Charter of the Ho Chi Minh Communist Youth Union:
Article 1:
1. Members of the Ho Chi Minh Communist Youth Union are advanced Vietnamese youths striving for the purposes and ideals of the Communist Party of Vietnam and President Ho Chi Minh, possessing the spirit of patriotism and national self-reliance; lead a healthy, frugal, honest lifestyle; be active and exemplary in study, labor, social activities and defend the Fatherland, closely associated with youths; strictly abide by the laws of the State and the Charter of the Union.
2. Vietnamese youths aged between 16 and 30, who actively study, work and defend the Fatherland, learn about the Union and approve its Charter, voluntarily operate in a grassroots organization of the Union, and have clear backgrounds shall be considered for admission to the Union.
What are the regulations on the admission of youths to the Ho Chi Minh Communist Youth Union stipulated in the Charter of the Union?
In subsection 3, Article 1 of the Charter of the Ho Chi Minh Communist Youth Union as follows:

3. The admission of youths into the Union shall follow the following steps and procedures:
- Youths who join the Union voluntarily write applications and resume reports and are recommended and guaranteed by one of the following collectives and individuals:
+ One union member working and living together for at least three months.
+ Collective of Vietnam Youth Union Branch (in case of being a member of Vietnam Youth Union).
+ Executive Committee of Vietnam Student Association (in case of being a member of Vietnam Student Association).
+ Detachment team (in case of being a member of the Ho Chi Minh Young Pioneers).
- To be considered by the branch conference for admission with the vote of more than one-second (1/2) of the total number of union members present at the conference and directly decided by the superior union. In case of admitting many people, it must consider and decide to admit them one by one.
- Where there is no union and union membership, or there is no Vietnam Youth Union or Vietnam Students Union, the superior union shall send cadres and union members to do the work of developing union members, or be introduced and ensured by a Party member working and living together for at least three months; The Executive Committee of the superior union directly considers for decision on admission.

What are the procedures for admission of youths to the Ho Chi Minh Communist Youth Union under Guideline 16?
Pursuant to subsection 1.3 Section 1 of Guideline 16-HD/TWDTN-BTC of 2018, the procedures for admission of youths to the Ho Chi Minh Communist Youth Union under Guideline 16 are as follows:
- Youths who join the Ho Chi Minh Communist Youth Union voluntarily write applications and report their backgrounds to grassroots branches and branches.
- Study the Charter of the Union and equip basic knowledge about the Union before admission.
- Be recommended by a union member or a party member (for places where there is no union). Union members or referring party members must be co-working, working or studying with the referred person for at least 3 consecutive months.
+ For members of the Vietnam Youth Union introduced by the chapter collective.
+ For members of the Vietnam Student Association introduced by the executive committee of the Union.
+ For members of the Ho Chi Minh Young Pioneers introduced by the detachment.
- The meeting of branches and grassroots branches shall consider the admission one by one with the approval vote of more than one second of the union members present at the conference and directly approved by the superior union (for branches); For grassroots unions, a resolution of admission shall be issued.
In special cases in mountainous, border, island, ethnic minority areas, and areas meeting with extremely difficult socio-economic conditions, dispersed working units do not have conditions to meet the whole union, if agreed by the superior union, the admission may be considered by the branch executive committee and the superiority union approved.
- In case youths are studying at upper secondary schools where there is no branch, the admission of members shall be carried out by the executive committee of the school union.
