What are the regular expenses of a public COVID-19 collection and treatment facility in Vietnam?

Pursuant to Article 4 of Decree 29/2022/ND-CP stipulating the regular expenses of public COVID-19 treatment and collection facilities as follows:

- Recurring expenditures of public COVID-19 treatment and collection facilities (including salaries, wages, salary-based allowances and contributions as prescribed by law) are guaranteed from the state budget. State budget, health insurance fund, payment of service users and other lawful revenue sources as prescribed by law, in which the state budget is implemented according to decentralization as follows:

+ Central budget guarantees for COVID-19 collection and treatment facilities established by the central government, excluding the local budget that has supported COVID-19 collection and treatment facilities;

+ Guaranteed local budget for COVID-19 collection and treatment facilities established by the locality. If the local budget cannot guarantee it, the central budget will support it.

- Recurring expenses of public COVID-19 treatment and collection facilities include:

+ Expenses for ensuring regular operations for COVID-19 prevention and control of public COVID-19 treatment and collection establishments, including salaries, wages, salary-based allowances and other expenses. contributions in accordance with the law for employees at COVID-19 treatment and collection facilities (including those mobilized or mobilized from other establishments), protective clothing, masks epidemic prevention and control, disinfectant chemicals used in the prevention and control of the COVID-19 epidemic, waste treatment at COVID-19 treatment and collection facilities according to professional requirements;

+ Medical examination and treatment expenses for COVID-19 patients, including other accompanying diseases (if any);

+ Expenses for regimes and policies for COVID-19 patients according to regulations;

+ Expenses regimes and policies for participants in the prevention and control of the COVID-19 epidemic according to regulations;

+ Expenses for food support (if any), accommodation rental expenses (accommodation establishments) or concentrated accommodation according to regulations on working-trip allowances; travel expenses (drop-off, pick-up) during the working period at the COVID-19 collection and treatment facility in Vietnam for participants in COVID-19 prevention and control as prescribed.

- Contents of payment of salaries, wages, allowances and contributions as prescribed by law for employees at COVID-19 treatment and collection facilities (including those assigned, mobilized from another facility to):

+ Salaries, wages, salary-based allowances and salary-based contributions according to the salary ranges, grades and positions prescribed by law for state agencies and public non-business units;

+ Allowance for COVID-19 prevention and control;

+ Permanent allowance (if there is a 24/7 attendance), night work and overtime payment (if any), surgery and procedure allowance;

+ Expenses for occupational incentive allowances, toxic allowances in kind, regional allowances (if any) and other allowances as prescribed.

For civil servants and public employees who do not directly work as medical professionals; For civil servants and health workers in charge of management and service at COVID-19 collection and treatment facilities, the head of the unit shall, based on the characteristics of the job and revenue sources, consider and decide on entitlement to benefits. the level of vocational incentive allowance, but not exceeding 20% ​​of the salary of the current rank or grade plus the allowance for the leadership position, the seniority allowance in excess of the bracket (if any) of the beneficiaries, the payment source from non-business revenue of the unit, in case it is not enough, the state budget will support the rest.

Cost policy for public COVID-19 treatment and collection facilities in 2022? Responsibility to pay expenses for COVID-19 prevention and control at COVID-19 collection and treatment facility in Vietnam?

Principles of payment of salaries, wages, allowances and other contributions for people working at COVID-19 treatment and collection facilities?

Pursuant to Clause 4, Article 4 of Decree 29/2022/ND-CP stipulating the principles of payment of expenses specified in Clause 3 of this Article as follows:

- The expenses specified at Points b and c are calculated according to the actual number of days of participating in the prevention and control of COVID-19 as certified by the COVID-19 collection and treatment facility in Vietnam;

- The expenses specified at points a and d are rounded according to the number of months working at the COVID-19 treatment and collection facility. In case the month is not yet full and has odd days, the number of odd days from 15 days or more will be counted as one month. In case of less than 15 days, it will not be included in the expenses of COVID-19 collection and treatment establishments and shall be paid by agencies and non-business units managing cadres, civil servants, public employees and employees according to the regime in Vietnam. unit.

Responsibility to pay expenses for COVID-19 epidemic prevention and control at COVID-19 collection and treatment facility in Vietnam?

Pursuant to Article 5 of Decree 29/2022/ND-CP stipulating the responsibility to pay expenses for COVID-19 prevention and control at COVID-19 collection and treatment facilities as follows:

- Non-business agencies and units that manage cadres, civil servants, public employees and employees are responsible for paying expenses including:

+ Salaries, wages, salary-based allowances and salary-based contributions according to the salary ranges, grades and positions for employees under their management who are mobilized, mobilized to work at the collection facility, COVID-19 treatment. The unit shall make a detailed list of the expenses paid from the unit's revenue for the mobilized or mobilized employees and send it to the COVID-19 collection and treatment facility or the hospital in charge of management and control. operate a COVID-19 collection and treatment facility as prescribed in Clause 2, Article 1 of Resolution No. 168/NQ-CP dated December 31, 2021 of the Government on a number of mechanisms and policies in the prevention and control of the COVID-19 epidemic. -19 (hereinafter referred to as the host hospital);

+ The expenses specified at Points a and d, Clause 3, Article 4 of this Decree for employees under their management who can be mobilized or mobilized to work at a COVID-19 collection and treatment facility in case they have not yet received the treatment. full month of implementation according to the regime at the unit managing cadres, civil servants, public employees and employees;

- The COVID-19 collection and treatment facility, the host hospital is responsible for paying the expenses specified in Clause 2, Article 4 of this Decree (excluding expenses managed by non-business agencies and units). cadres, civil servants, public employees and employees are responsible for the payment specified in Clause 1 of this Article). Particularly for the expenses specified at Point a, Clause 1 of this Article, the COVID-19 treatment and collection facility, the host hospital is responsible for refunding to the non-business agency or unit managing cadres and civil servants.
