Priority Group 1:

- Children of war invalids with a labor capacity reduction of 81% or above;

- Children of sickness beneficiaries with a labor capacity reduction of 81% or above;

- Children of individuals eligible for the policy certificate similar to war invalids, where the person holding the policy certificate as a war invalid has a labor capacity reduction of 81% or above.

- Children of individuals who participated in resistance activities and were exposed to toxic chemicals;

- Children of revolutionaries before January 1, 1945;

- Children of revolutionaries from January 1, 1945, to the August 1945 Revolution.

Priority Group 2:

- Children of Heroes of the Armed Forces, Children of Labor Heroes, Children of Vietnamese Heroic Mothers;

- Children of war invalids with a labor capacity reduction of less than 81%;

- Children of sickness beneficiaries with a labor capacity reduction of less than 81%;

- Children of individuals eligible for the policy certificate similar to war invalids, where the person holding the policy certificate as a war invalid has a labor capacity reduction of less than 81%.

Priority Group 3:

- Individuals whose father or mother is an ethnic minority;

- Ethnic minorities;

- Learners living and studying in areas with particularly difficult socio-economic conditions.
