*Accordingly, Instructions on how to write a marriage registration with foreigners are as follows:
The form is filled out as follows:
- Sections (1), (2), pictures of both men and women registering their marriage.
- Section (3), please specify the marriage registration agency. Usually that agency is the People's Committee of the district or equivalent where the Vietnamese reside. Example: People's Committee of district X, province Y.
- Section (last name, middle name, first name), specify the full name of the person registering the marriage. Vietnamese people write according to the information in their identity cards; foreigners in the passport.
- Section (day, month, year of birth), specifying the date of birth of both men and women registering their marriage.
- In the (ethnicity) section, specify the ethnicities of both men and women registered for marriage. For foreigners who do not identify their ethnicity, leave blank or write none.
- In the (nationality) section, specify the nationality of both men and women who have registered their marriage.
- Section (Residence), specifying the place of residence of both men and women registering their marriage. If the place of permanent residence cannot be determined, the temporary place of residence shall be recorded. If the place of temporary residence cannot be determined, write the place where he/she is currently living.
- Section (identity papers), clearly stating the identity papers of both the male and female parties registering the marriage. Vietnamese people write the number of the people's identity card, the date of issue and the place where the identity card is issued. In addition, the Marriage Certificate may be used in foreign countries, so Vietnamese should write this section according to passport number, date of issue and passport issuing authority. Foreigners write passport number, date of issue and passport issuing agency.

What documents should be prepared for marriage registration with foreigners in Vietnam?
Pursuant to subsection 2, Section 2 of the Appendix issued together with Decision 2228/QD-BTP in 2022, announcing new administrative procedures (Download Appendix) stipulating the composition of marriage registration documents with foreign elements including:
- Documents to be presented:
+ Passport or ID card or Citizen ID card or other papers with photos and personal information issued by competent authorities, still valid for use to prove the identity of Vietnamese citizens.
+ Foreigners present the original passport to prove their identity; In case foreigners do not have a passport to present, they can present an international travel document or a residence card.
+ Documents proving the place of residence to determine the marriage registration authority. In case the information about documents proving the place of residence is already in the National Park Service and is automatically filled in, it does not have to be presented (in person) or uploaded (in the online form).
- Marriage registration declaration form (Insert complete information of both male and female parties)
- An interactive electronic form for marriage registration on the Public Service Portal (if you choose to submit your application online);
- Submit/present (in person) or upload (online form) the following documents:
+ A certificate certifying that the marriage parties do not suffer from mental illness or other diseases without the ability to perceive and control their acts;
+ Papers proving the foreigner's marital status certifying that he is currently unmarried or unmarried. If the foreign country does not issue a certificate of marital status, it shall be replaced with a document issued by a foreign competent authority certifying that the person is eligible for marriage according to the law of that country.
+ Foreigners and Vietnamese citizens residing abroad must submit a copy of their passport/passport replacement document.
+ Certificate of marital status of Vietnamese citizens residing in the country. In case marital status information is already available in the e-mail database, the NVDC, it is not required to present it (in direct form) or upload it (in the online form).
* Note: In addition to the above documents, depending on the case, the male and female parties must submit the following corresponding documents:
+ Vietnamese citizens who have divorced or annulled their marriage at a competent foreign agency must submit a copy of the civil status extract about the divorce or illegal marriage annulment recorded in the book. divorce notes);
+ Vietnamese citizens who are civil servants, public employees or currently serving in the armed forces must submit a document from the management agency or unit certifying that their marriage to a foreigner is not contrary to the regulations of that branch;
