What is the current list of prefixes of Vietnamese phone numbers of mobile network operators?
Currently, Vietnamese phone numbers of mobile network operators are in the format of 10 digits since converting the network code of mobile subscribers from May 25, 2018 according to the Decision of the Ministry of Information and Communications.
Some prefixes of Vietnamese phone numbers of mobile network operators are as follows:
Viettel
The prefixes of Viettel's 10-digit phone numbers are not subject to conversion.

What is the current Vietnam telephone code?
International telephone numbers according to international standards are regulated by the International Telegraph and Telephone Advisory Committee (ITU-T). Vietnam Telephone Code (Vietnam Country Code) is the national identifier and represents the telephone area code of our country. The Vietnam telephone code according to international practice is +84, in which the national domain name is VN, and the ISO symbol is VNM. At the same time, 0084 is also the telephone code of Vietnam.
In Vietnam, you can use two phone number formats starting with 0 or +84 when making calls, and both are common ways. However, in case you are abroad and want to call subscriber numbers in Vietnam, you need to dial a number starting with +84.
To call relatives and friends from abroad, be sure to enter the phone number in the following syntax before calling: [00] [84] [phone number], or [+] [84] [phone number].
For example, if your number is 0989xxxxxx, it will be entered as +84989xxxxxx. If calling domestically, we dial 0989xxxxxx, and if calling from abroad, dial +84989xxxxxx or 00840989xxxxxx.
What is the classification of telecommunication services in Vietnam?
Under the provisions of Article 9 of Decree 25/2011/ND-CP, the following telecommunications services are available:
- Basic telecommunication services include:
+ Telephone service;
+ Fax service;
+ Data transmission service;
+ Photo transmission service;
+ Message Service;
+ Video conference services;
+ leased line services;
+ Internet connection service;
+ Other basic telecommunication services as stipulated by the Ministry of Information and Communications.
- Other value-added telecommunication services include:
+ Electronic mail services;
+ Voice Mail Service;
+ Added value fax services;
+ Internet access service;
+ Added value telecommunication services as prescribed by the Ministry of Information and Communications.
- Based on technological characteristics, mode of transmission, communication range, form of payment rates, telecommunication services stipulated in Clauses 1, 2 of Article 9 of Decree 25/2011/ND-CP can be split in detail or combined with each other to form specific types of services associated to the aforementioned factors.
- Based on the taxonomy of services specified in Clauses 1, 2, 3 of Article 9 of Decree 25/2011/ND-CP, the situation of market development and the policy for management of telecommunications for each period, the Ministry of Information and Communications issued a List of basic telecommunication services and value-added telecommunication services.
What are the prohibited acts for using subscriber information in Vietnam?
Under Article 15 of Decree 25/2011/ND-CP amended by Article 1 of Decree 49/2017/ND-CP, there are regulations on prohibited acts for mobile subscribers when using telecommunications services, including:
- Forging or using identity paper or certificate of legal entity of another entity to conclude a Contract with a telecommunications enterprise.
- Pre-inputting subscriber information; activating prepaid mobile services for SIM cards when the conclusion of the Contract is not yet completed as regulated;
- Trading or selling SIM cards of which subscriber information has been already input or prepaid mobile services have been activated;
- Revealing or using mobile subscriber information in contravention of law;
- Using universal SIM cards or devices with a function to activate SIM cards without taking the SIM card out to input subscriber information, or to activate prepaid mobile services for SIM cards.
