4. Pre-school children and general education students, and learners at regular educational establishments following the general education program in particularly difficult villages/communes, Zone III communes in ethnic minority and mountainous regions, extremely difficult communes in coastal and island areas as defined by competent authorities.

Accordingly, based on the above provisions, pre-school children eligible for financing for studying costs are as follows:

- Orphans of both parents- Disabled- Having parents classified under the poor household category as defined by the Prime Minister of the Government of Vietnam- Studying in particularly difficult villages/communes, Zone III communes in ethnic minority and mountainous regions, extremely difficult communes in coastal and island areas as defined by competent authorities.

The State provides direct financing for studying costs to the beneficiaries specified in Article 18 of this Decree at a rate of 150,000 VND/student/month to purchase books, notebooks, and other educational supplies. In cases where parents (or guardians), general education students, learners at regular educational establishments, or students at vocational education and higher education institutions have not received tuition fee compensation and financing for studying costs within the stipulated time, a retroactive payment will be made in the next disbursement.

According to the provisions of Clause 1, Article 4 of Decree 57/2017/ND-CP, the policies for financing for studying costs are as follows:
