Under Decree 05/2021/ND-CP management and operation of airports and aerodromes issued by the Government on January 25, 2021.
The current form of the airport/aerodrome operation certificates in Vietnam is made according to Form No. 04 in the Appendix issued together with Decree 05/2021/ND-CP.

Are there fees for issuing airport/aerodrome operation certificates in Vietnam?
According to Decision 1204/QD-BGTVT in 2022 announcing administrative procedures to be amended and supplemented in the aviation sector under the management functions of the Ministry of Transport.
In Clause 30.8, subsection 30, Section A, Part II Administrative procedures promulgated together with Decision 1204/QD-BGTVT in 2022, when carrying out procedures for issuance of airport/aerodrome operation certificates, the applicant will pay the fee for assessment and issuance of the airport/aerodrome operation certificates according to the fee and charge schedule attached to Circular 193/2016/TT-BTC.
As follows:
- For international airports: 110,000,000 VND/issue.
- For other airports: VND 40,000,000/issue.
- For heliports and specialized airports: 15,000,000 VND/time.
How long will it take to issue airport/aerodrome operation certificates in Vietnam?
The time limit for processing the procedures for issuance of airport/aerodrome operation certificates shall comply with the provisions of Clause 2, Article 55 of Decree 05/2021/ND-CP, Clause 3, Article 55 of Decree 05/2021/ND-CP, Clause 4, Article 55 of Decree 05/2021/ND-CP is amended by point b, Clause 8, Article 3 of Decree 05/2021/ND-CP as follows:

2. Within 10 days from the receipt of the sufficient application, the CAAV shall appraise the aerodrome operation literature and notify the appraisal result. The appraisal shall focus on:
a) The factors in the assurance of aviation safety, aviation security, and service standards;
b) The compliance of the aerodrome’s technical standards with ICAO’s technical regulations and standards;
c) Non-compliant components (if any).
3. Within 10 days from the receipt of the aerodrome operation literature completed according to the notification of appraisal result, the CAAV shall check the aerodrome’s actual conditions against those described in the operation literature. If there is any difference between the data and contents described in the aerodrome operation literature and the results of the site inspection, the CAAV shall request the applicant to provide an explanation and complete the literature according to the results of the site inspection.
4. Within 05 working days from the date on which checking of actual conditions against those described in the operation literature is done, the CAAV shall issue the airport/aerodrome operation certificate according to Form No. 04 in the Appendix hereof or provide a written explanation for its rejection to the applicant.
Thus, wiithin 05 working days from the date on which checking of actual conditions against those described in the operation literature is done, the CAAV shall issue the airport/aerodrome operation certificate.
Which, the verification period is within 10 days from the date of receiving the airport operation documents.
