Pursuant to Article 20 of Decree 93/2020/ND-CP stipulating the requirements of community librarians as follows:
Requirements for establishment of community libraries
1. Setting the goals of organizing and operating a library which are appropriate and fit into the functions and tasks specified in clauses 1 and 3 of Article 16 in the Law on Libraries, and not in breach of legislative regulations; accepting target users, including the public and other persons, according to a library's operational objectives.
2. Shelving at least 1,500 volumes (including digital materials).
3. Having library facilities and amenities conforming to the following requirements:
a) A library’s size and infrastructure must guarantee the preservation of information resources and library amenities with at least 25 m2 of reading spaces intended for library users;
b) Ensuring environmental sanitation, and providing landscapes, security, safety, and fire fighting and prevention equipment; avoiding any impacts on the traffic order and safety within the area where a library is located.
4. Librarians must hold at least associate degrees in information - library or other majors provided that they manage to obtain certificates of completion of information – library professional training courses issued by competent authorities or organizations.
Thus, the standards of community librarians are as follows:
- Graduated from upper secondary school or higher;
- At least 01 person has participated in the training or has received professional instructions on the library.

According to Article 4 of the Code of Professional Conduct for Librarians, Decision 3815/QD-BVHTTDL in 2022 stipulates the Code of professional conduct of community librarians as follows:
Code of professional conduct
1. Protect and promote the value of national cultural heritage, information resources, library assets, and facilities.
2. Be honesty, objectivity, and frankness; doing scientific work and having clear opinions; have enthusiasm and aspiration to contribute to the development of the industry; constantly learn, innovate, and improve working processes, ensure professional and professional quality to improve the quality of library products and services to meet the needs of library users, and contribute to improving the quality of library services. professional reputation; master and regularly update the legal regulations in the field of libraries.
3. Put library users at the center, build a friendly and equal environment, create conditions for library users to access and use information resources and library facilities, and create a friendly, favorable, and equal library environment for library users anytime, anywhere
4. Neat and polite clothes suitable to the working environment, customs and practices, and characteristics of professional activities and the nature of work; wear the card in accordance with regulations; keep the workplace neat and clean; do not smoke, use alcoholic beverages, or use banned substances during the performance of their duties; do not work separately during business hours.
5. Comply with the discipline of the organization, properly and fully comply with the requirements of professional processes; ensure objectivity, equality, and fairness in formulating policies related to the development of the library's information resources and the organization of library services; comply with legal provisions on intellectual property; promote the application of copyright exceptions to the library while protecting the rights of authors.
6. Protect the secrets of the party, state, ministries, branches, and agencies, organizations, and individuals in accordance with the provisions of law.
7. Consciously promote the culture, country, and people of Vietnam; preserve international friendship and solidarity; and respect the laws, customs, and habits of the host country when participating in international activities.
Thus, community librarians need to ensure the 07 codes of conduct in professional activities as prescribed above.
What is the general code of professional conduct of community librarians in Vietnam?
According to Article 3 of the Code of Professional Conduct of Librarians, Decision 3815/QD-BVHTTDL in 2022 provides for the general code of professional conduct of community librarians as follows:
- Put the interests of the Party, the nation, the nation and the people above all else; preserve the quality, ethics, prestige and honor of librarians in accordance with social ethical standards, fine customs and traditions and Vietnamese cultural traditions.
- Strictly observe the provisions of law on the rights and obligations of citizens, civil servants, and public employees; uphold civic responsibility and the responsibility of librarians.
- Constantly learn and practice to improve political awareness and professional qualifications and skills. Have a sense of responsibility towards the work, consciously fighting wrong and negative behavior, practicing thrift, fighting embezzlement, and avoiding wasting.
- Raise the spirit of solidarity, positivity, proactive coordination with colleagues in performing tasks. Do not shirk responsibility or abdicate assigned work or duties;
respecting the right to access and use information of organizations and individuals as prescribed by law. Not to abuse their positions and powers to cause difficulties or limit the right to access and use information resources of library users; Do not violate the rules or affect the reputation of the library.
- Respect and wholeheartedly serve library users without discriminating on ethnicity, gender, skin color, social class, age, education level, or religious beliefs in any form.
- Do not damage the reputation of the collective or the health, honor, and dignity of others.
