Pursuant to Decree No. 64/2022/ND-CP on amendments to some articles of Decrees on business operations in civil aviation industry.
An application form for re-issuance of a license for airport or airdrome service supply is made according to the form in Appendix II issued together with Decree No. 64/2022/ND-CP.

For which services is a license for airport or airdrome service supply granted?
Pursuant to Article 15 of Decree No. 92/2016/ND-CP as follows:
Eligibility requirements for airport or airdrome service business
1. Airport or airdrome services shall include:
a) Passenger terminal operation services;
b) Airfield operation services;
c) Air cargo terminal or warehouse operation services;
d) Aviation fuel supply services;
dd) Ground engineering and commercial services;
e) Airline catering services;
g) Aviation equipment repair and maintenance services;
h) Aviation engineering services;
i) Aviation security services.
2. Air service enterprises shall be entitled to provide air services referred to in Clause 1 of this Article after obtaining the license for airport or airdrome service supply, unless otherwise stipulated by Clause 3 and 4 of this Article.
3. Airfield operation services shall be provided by airport enterprises or any organization in the exercise of authority delegated by the Ministry of Transport to manage airport infrastructure.
4. Aviation security services shall be provided by the aviation security control force which is organized in accordance with Article 195 of the Law on Vietnam Civil Aviation.
Thus, a license for airport or airdrome service supply is granted for the following services:
- Passenger terminal operation services;
- Airfield operation services;
- Air cargo terminal or warehouse operation services;
- Aviation fuel supply services;
- Ground engineering and commercial services;
- Airline catering services;
- Aviation equipment repair and maintenance services;
- Aviation engineering services;
- Aviation security services.
What are the procedures for re-issuance of the license for airport or airdrome service supply in Vietnam?
Pursuant to subsection 17, Section A, Part II Administrative procedures promulgated together with Decision No. 1204/QD-BGTVT in 2022, the procedures for re-issuance of the license for airport or airdrome service supply in Vietnam are carried out as follows:
(1) Execution order
Step 1: Submit the application:
Individuals and organizations applying for re-issuance of the license to provide aviation services at airports or aerodromes must send their dossiers directly or through the postal system or in the electronic environment or in other forms to the Department of Transport. Vietnam Airlines and must be responsible for the accuracy and truthfulness of the information in the file.
Step 2: Settle:
- For licenses re-issued due to changes in contents: Within 05 working days from the date of receipt of complete dossiers, the Civil Aviation Authority of Vietnam shall re-issue the license to provide aviation services at airports or aerodromes. ; In case of refusal, a written reply must be sent to the requester, clearly stating the reason.
- For the license to be re-issued due to loss, tear or damage: Within 03 working days from the date of receipt of the request, the Civil Aviation Administration of Vietnam is responsible for considering and deciding to re-issue it.
(2) Dossiers and Implementation Methods
Dossiers:
- An application form for a license according to the Form;
- Copies of documents related to the change of license content (if any).
Methods:
- Submit application directly at or through the postal system; or
- Online; or
- Other suitable forms.
(3) Time limit for settlement
- For permits re-issued due to changes in contents: Within 05 working days from the date of receipt of complete dossiers
- For permits re-issued due to loss, tearing or damage: Within 03 working days from the date of receipt of complete dossiers.
(4) Handling agency
Vietnam Aviation Department
(5) Result
License for airport or airdrome service supply.
(6) Fees and charges
- Providing services at international airports:
+ Re-issue due to content change: VND 30,000,000
+ Re-issue due to loss, tear, damage: VND 5,000,000
- Providing services at other airports:
+ Re-issue due to change of content: VND 20,000,000
+ Re-issue due to loss, tear, damage: VND 5,000,000
