What is the application for renewal of military driving licenses issued by the Ministry of National Defence of Vietnam from June 01, 2024?
Pursuant to Article 39 of Circular 12/2017/TT-BGTVT amended by Article 30 of Circular 05/2024/TT-BGTVT, the application for renewing a military driving license issued by the Ministry of National Defence of Vietnam include the following:
- An application for renewing the driving license, according to the template specified in Appendix 19 issued with Circular 05/2024/TT-BGTVT.
Download the latest request form for renewing and reissuing the driving license.
- A copy of the Decision on Termination of Service in the Military, signed by the Battalion Commander or higher-ranking official.
- For contract workers in defense enterprises: A copy of the decision to terminate the labor contract, valid for up to 6 months from the date of issuance, signed by the authorized personnel of the defense enterprise.
- A health certificate for the driver issued by a qualified healthcare facility, except for cases of renewing driving licenses for categories A1, A2, A3.
- A copy of the valid military driving license.
Therefore, drivers who wish to renewing their military driving license issued by the Ministry of National Defence of Vietnam need to submit the required documents by sending them directly to the Department of Transport for consideration and issuance of the new driving license.
Note:
- When coming to carry out the procedure for renewing the driving license, the driver must have their photo taken directly at the driving license issuing agency and present the original copies of the above-mentioned documents (except for the copies already submitted) for verification.
- In case of suspicion, the driving license issuing agency may request the Vehicle and Machinery Department under the Ministry of National Defence of Vietnam to verify the documents.
- The application for renewing the military driving license consists of the original documents mentioned above and the verification document from the Vehicle and Machinery Department under the Ministry of National Defence of Vietnam in case of suspicion. The military driving license will be cut and returned to the driver for self-preservation.

What are the procedures for renewal of driving licenses in Vietnam from June 1, 2024?
Pursuant to Article 8 of Circular 37/2017/TT-BGTVT amended by Article 28 of Circular 05/2024/TT-BGTVT, the procedure for the renewal of driving licenses is as follows:
- The Department of Transport checks the documents upon receipt. If the documents do not comply with the regulations, the individual must be notified directly or through written communication or via the online public service system about the additional information or modifications required within 2 working days from the date of receiving the documents.
- Individuals who submit their documents in person are responsible for fulfilling the obligation to pay the driving license issuance fee upon document acceptance, as specified. When submitting documents through the online public service system, they must fulfill the obligation to pay the driving license issuance fee through the system's payment function, as well as other service fees according to personal needs.
- Within 5 working days from the date of receiving all the required documents (including electronic identification account verification through the identification system and electronic authentication), the Department of Transport carries out the renewal of the driving license. If the renewal is not conducted, a clear reason must be provided.
- The driving license issuing agency keeps the original copy of the renewal of the driving license file issued by the Department of Transport (except for cases of online renewal). A copy of the renewal of the driving license or a foreign driving license, a driving license issued by the Police Department, or a military driving license issued by the Ministry of National Defence of Vietnam is valid for 2 years from the date of issuance.
- The old driving license (except for driving licenses issued by foreign countries) will be cut and returned to the driver for safekeeping (in the case of online renewal, the driver is responsible for sending the old driving license to the driving license issuing agency for cancellation, as specified).
- In case the driver wishes to downgrade the driving license, it must be clearly stated in the request form for changing (reissuing) the driving license, as specified in Appendix 19 issued with Circular 05/2024/TT-BGTVT, and the individual is responsible for the accuracy of the information provided.
Therefore, individuals submitting the request for the renewal of a driving license according to the above procedure will be considered and issued the renewal of the driving license by the Department of Transport
What are the cases of the renewal of driving licenses in Vietnam?
Pursuant to Article 37 of Circular 12/2017/TT-BGTVT, the cases of the renewal of driving licenses are as follows:
- Any person whose driving license remains valid shall renew before expiry date; any person whose driving license remains valid but is damaged may apply for renewal.
- Any driver reaching 55 (male) and 50 (female) years of age and holding E class license shall be considered for renewal of license from D class and under if he/she has demands and is healthy enough.
- If year of birth, full name, or middle name specified in the driving license shows deviation from the people’s identity card or citizen’s identity card, the license management agency shall carry out procedures on renewal of driving license in accordance with information specified in the people’s identity card/citizen’s identity card.
Circular 05/2024/TT-BGTVT comes into force from June 1, 2024
