What is a Certificate of pilotage area in Vietnam? How long is the validity period?
Pursuant to Clause 2, Article 2, Circular 27/2016/TT-BGTVT stipulates Certificates of pilotage area as follows:
- The certificate of pilotage area issued to a maritime pilot or shipmaster defines the area(s) and route(s) on which the maritime pilot or shipmaster is permitted to navigate a vessel.
The maritime pilot or shipmaster can only navigate a vessel on the routes defined in the certificate of pilotage area.
- A maritime pilot or shipmaster shall be granted a certificate of the pilotage area and route on which such maritime pilot has honed pilotage or such shipmaster has navigated a vessel.
- The validity of the pilotage area certificate accords with that of the professional maritime pilotage certificate.
In particular, a certificate of professional maritime pilotage shall be valid in 05 years upon issuance. A certificate of professional maritime pilotage for shipmaster’s pilotage shall be valid in 02 years.
- The format of professional maritime pilotage certificate is specified in Appendix 1 to Circular 27/2016/TT-BGTVT.

According to Article 18 of Circular 27/2016/TT-BGTVT, amended by Clause 13 of Article 1 of Circular 54/2023/TT-BGTVT, the procedures for issuing Certificates of pilotage area for maritime pilotage services; pilotage of vessels on new routes within the maritime pilotage area are regulated as follows:
- The application for issuing Certificates of pilotage area for maritime pilotage services; pilotage of vessels on new routes within the maritime pilotage area includes:
+ Letter of request from the maritime pilotage organization according to the prescribed form in Appendix 1 issued with Circular 54/2023/TT-BGTVT;
+ Declaration form according to the prescribed form in Appendix 2 issued with Circular 54/2023/TT-BGTVT;
+ 02 color photographs for cases of submitting the application in person or via postal service, 01 photo file for cases of submitting the application through the online public service system, with a size of 3cm x 4cm, white background, and taken within the last 06 months.
- Organizations and individuals shall submit 01 (one) complete set of documents directly to the Vietnam Maritime Administration or send them via postal service or through the online public service system.
- The Vietnam Maritime Administration shall receive the application, check the components and quantity of the documents according to the regulations, record them, and set a deadline for issuing the result as prescribed:
+ In the case of direct submission, if the application is incomplete according to the regulations, it shall be returned, and the organization or individual shall be guided to complete the application according to the regulations;
+ In the case of receiving the application via postal service or through the online public service system, if the application is incomplete according to the regulations, the Vietnam Maritime Administration shall notify in writing within a maximum of 02 (two) working days from the date of receiving the application;
+ Within a maximum of 02 (two) working days from the date of receiving the complete application according to the regulations, the Vietnam Maritime Administration shall send a written confirmation to the Maritime Port Authority of the respective area regarding the pilotage schedule.
Within a maximum of 03 (three) working days from the date of receiving the written confirmation from the Vietnam Maritime Administration, the Maritime Port Authority of the respective area shall send a confirmation letter to the Vietnam Maritime Administration.
- Within a maximum of 02 (two) working days from the date of receiving the confirmation from the Maritime Port Authority of the respective area, the Vietnam Maritime Administration shall issue Certificates of pilotage area according to the prescribed form in Appendix 2 issued with Circular 27/2016/TT-BGTVT.
In case the conditions for issuing Certificates of pilotage area according to the regulations are not met, the Vietnam Maritime Administration must respond in writing and provide clear reasons.
- One original copy of the Certificates of pilotage area for maritime pilotage services shall be issued to the maritime pilotage organization.
What are the procedures for reissuing Certificates of pilotage area in Vietnam?
Based on Article 20 of Circular 27/2016/TT-BGTVT, amended by Clause 14 of Article 1 of Circular 54/2023/TT-BGTVT, the procedures for reissuing Certificates of pilotage area are regulated as follows:
- Certificates of pilotage area are reissued in case of damage, loss, changes in information, or when reissuing Certificates of professional maritime pilotage.
- The application for reissuing Certificates of pilotage area includes:
+ Letter of request for reissuing Certificates of pilotage area, specifying the reason and with confirmation from the head of the maritime pilotage organization or the shipmaster management unit.
+ Original copy or certified copy or electronically certified copy from the original legal document demonstrating the adjustment in case of changes in information.
+ 02 color photographs for cases of submitting the application in person or via postal service, 01 photo file for cases of submitting the application through the online public service system, with a size of 3cm x 4cm, white background, and taken within the last 06 months.
+ Organizations and individuals shall submit 01 (one) complete set of documents directly to the Vietnam Maritime Administration or send them via postal service or through the online public service system.
- The Vietnam Maritime Administration shall receive the application, check the components and quantity of the documents according to the regulations, record them, and set a deadline for issuing the result as prescribed:

- 01 original copy of the Certificates of pilotage area shall be reissued to the maritime pilotage organization, shipmaster.
Circular 54/2023/TT-BGTVT shall come into effect from April 1, 2024.
