Regarding the Chief Judge of the People's Court of District 1: On the morning of May 29, 2023, the People's Court of Ho Chi Minh City held a ceremony to announce the Decision on the appointment of Mr. Nguyen Quang Huynh, Intermediate Judge, Deputy Chief Judge of the People's Court of District 1 in Ho Chi Minh City to be the Chief Judge of the People's Court of District 1, HCMC, term of office 5 years.

Available from Monday to Friday weekly.
The People's Court of District 1 does not operate on Saturdays, Sundays, public holidays, and Tet holidays as prescribed by law.
Which civil cases fall under the settlement jurisdiction of the People's Court of District 1 in Ho Chi Minh City?
The jurisdiction to settle civil cases of the People's Court of District 1 is currently exercised according to Article 35 of the 2015 Criminal Procedure Code stipulating the jurisdiction of the district-level People's Court as follows:
Jurisdiction of People’s Courts of Districts
1. People's Courts of districts shall have the jurisdiction to settle according to first-instance procedures the following disputes:
a) Disputes over civil matters, marriage and family, prescribed in Articles 26 and 28 of this Code;
b) Disputes over business/trade activities prescribed in clause 1 Article 30 of this Code;
c) Labor disputes prescribed in Article 32 of this Code.
2. People's Courts shall have the jurisdiction to resolve the following petitions:
a) Civil petitions prescribed in Clauses 1, 2, 3, 4, 6, 7, 8, 9 and 10 of Article 27 of this Code;
b) Petitions relating to marriage and family prescribed in Clauses 1, 2, 3, 4, 5, 6, 7, 8, 10 and 11 of Article 29 of this Code;
c) Petitions relating to business/trade activities prescribed in clause 1 and clause 6 Article 30 of this Code;
d) Labor petitions prescribed in clause 1 and clause 5 Article 33 of this Code.
3. Disputes and petitions prescribed in Clauses 1 and 2 of this Article, which involve parties or properties in foreign countries or which must be judicially entrusted to representative agencies of the Socialist Republic of Vietnam overseas or to foreign courts/competent agencies, shall not fall under the jurisdiction of people's Courts of districts, except for cases specified in clause 4 of this Article.
4. People’s Courts of districts where Vietnamese citizens reside shall be in charge of cancelling illegal marriage, settling divorce petitions and disputes pertaining to rights and obligations of spouses, parents and children, parents and children adoption and guardian relationship between Vietnamese citizens living in frontier areas and citizens of neighboring countries living near Vietnam according to provisions of this Code and other Vietnam’s law provisions.
Accordingly, the jurisdiction of the People's Court of District 1 to settle civil cases is provided as above.
What types of crimes in criminal cases does the People's Court of District 1 in Ho Chi Minh City have jurisdiction to hear?
Clause 1, Article 268 of the 2015 Criminal Code stipulates the jurisdiction to settle criminal cases of District People's Courts as follows:
Jurisdiction of a Court
1. A district People’s Court or local military Court hears criminal cases of misdemeanors, felonies and horrific felonies at first instance, except for the following crimes:
a) Breach of national security;
b) Sabotage of peace, crimes against humanity and war crimes;
c) Crimes as defined in Article 123, 125, 126, 227, 277, 278, 279, 280, 282, 283, 284, 286, 287, 288, 337, 368, 369, 370, 371, 399 and 400 of the Criminal Code;
d) Crimes committed outside the territories of the Socialist Republic of Vietnam.
2. A provincial People’s Court or military Court of a military zone hears following cases at first instance:
a) Criminal cases beyond the jurisdiction of a district People’s Court or local military Court;
b) Criminal cases related to defendants, crime victims or litigants who live abroad or in connection with property involved in other lawsuits occurring on foreign territories;
c) A criminal lawsuit, though within the jurisdiction of a district People’s Court or local military Court, comprise complex facts making it hard to assess or reach unanimity upon the properties of the case or is involved in various sectors and levels of authority or is brought against a defendant who is a judge, procurator, investigator, primary governmental leaders in district, township, provincial city or city of a centrally-affiliated city, religious dignitary or individual having high prestige in a community of minority.
Thus, according to the above provisions, the jurisdiction to settle criminal cases of the People's Court of District 1 is as follows:
- The People's Court of District 1 in Ho Chi Minh City shall hear criminal cases of misdemeanors, felonies, and horrific felonies at first instance under the provisions of the 2015 Criminal Code, except for crimes specified in Clause 1, Article 268 of the 2015 Criminal Procedure Code.
