What is November 20?
Based on Decision 167-HDBT of 1982, it is clearly stated as follows:
Article 1.- From now on, annually, November 20 will be observed as Vietnamese Teachers' Day.
Article 2.- To make November 20 meaningful, annually, authorities and organizations at all levels should meet from October to review the working conditions and activities of teachers in their localities; evaluate what has been done and outline what remains to be done in order to motivate teachers to promote the fine traditions of Vietnamese educators, develop their qualities and capacities, and set a good example for students to follow. For teachers, there should be forms of vibrant activities to enhance their awareness of the honor and responsibility of being a teacher in our society today, thereby striving to better perform their noble duties.
Annually, November 20 will be observed as Vietnamese Teachers' Day.
In 2023, November 20 will fall on a Monday.

Is November 20 an official holiday according to the Labor Code of Vietnam?
According to Article 112 of the Labor Code 2019, it is stated as follows:
Holidays and Tet (Lunar New Year) breaks
1. Employees are entitled to leave and full pay on the following holidays:
a) New Year’s Day: 01 day (January 01, solar calendar);
b) Lunar New Year: 05 days;
c) Victory Day: 01 day (April 30, solar calendar);
d) International Labor Day: 01 day (May 01, solar calendar);
dd) National Day: 02 days (September 02, solar calendar, and one day immediately preceding or following);
e) Hung Kings' Commemoration Day: 01 day (March 10, lunar calendar).
2. Foreign employees working in Vietnam, in addition to the holidays prescribed in clause 1 of this Article, are entitled to an extra day off for their traditional New Year and one day for their national day.
3. Depending on actual conditions, annually, the Prime Minister of Vietnam decides specific holidays prescribed at points b and đ of clause 1 of this Article.
Based on the above regulations, employees are entitled to the following holidays:
- New Year’s Day
- Lunar New Year
- Victory Day
- International Labor Day
- National Day
- Hung Kings' Commemoration Day.
According to Article 13 of the Law on Public Employees 2010, it is stated as follows:
Rights of public employees regarding rest time
1. Annual leave, public holidays, personal leave as prescribed by labor laws. If work requirements prevent public employees from using their annual leave or they use only part of it, they may receive compensation for the unused leave days.
2. Public employees working in mountainous, border, island, remote, deep-lying areas or in special cases, if required, may combine the leave days of 02 years to take a single leave; combining the leave days of 03 years to take a single leave is subject to the approval of the head of the public service provider.
3. In specific special sectors, public employees are entitled to leave with pay according to law.
4. They are entitled to unpaid leave if there are legitimate reasons and it is approved by the head of the public service provider.
Teachers will have holidays as prescribed in the Labor Code.
Thus, Vietnamese Teachers' Day on November 20 is not included in the list of holidays currently prescribed for teachers.
Therefore, teachers will not be entitled to leave on Vietnamese Teachers' Day.
How is the annual celebration of Vietnamese Teachers' Day on November 20 conducted?
The celebration of Vietnamese Teachers' Day on November 20 is prescribed in Article 9 of Decree 111/2018/ND-CP as follows:
Celebration of establishment or traditional anniversaries
1. In round number years:
a) Ministries, sectors, or provincial levels organize celebrations for the establishment or traditional anniversaries by planning activities, identifying the time, location, program, and participants for the celebration;
b) Approve plans for commemorative activities:
- Ministers or heads of central agencies approve the plans for commemorative activities of ministries and central authorities;
- Presidents of the People's Committees at provincial levels approve the plans for commemorative activities at provincial levels and localities.
c) Heads of Ministries, central agencies, or provincial authorities establish Steering Committees and Organizing Committees for commemorative anniversaries as per the approved plans, ensuring that the celebrations are solemn, practical, efficient, and economical.
2. In non-round number years: Propagate, educate, engage in competitions, seminars, talks, and other practical activities to commemorate the establishment or traditional anniversaries. No celebration events are held.
3. The cost of organizing establishment or traditional anniversaries is balanced and included in the annual regular expenditure estimates of the agencies and localities per the laws on state budget.
The annual celebration of Vietnamese Teachers' Day on November 20 is organized depending on the celebratory year. To be specific:
- In round number years (years ending in 0):
+ Ministries, sectors, or provincial levels organize celebrations for Vietnamese Teachers' Day on November 20 by planning activities, including identifying the time, location, program, and participants for the celebration.+ Approve plans for commemorative activities:
++ Ministers or heads of central agencies approve the plans for commemorative activities of ministries and central authorities for Vietnamese Teachers' Day on November 20;
++ Presidents of the People's Committees at provincial levels approve the plans for commemorative activities for Vietnamese Teachers' Day on November 20 at provincial levels and localities.

- In non-round number years (years ending in digits other than 0):
+ Engage in propagating, educating, competing, organizing seminars, talks, and other practical activities commemorating Vietnamese Teachers' Day on November 20.
+ No celebratory events are held for Vietnamese Teachers' Day in non-round number years.
