Pursuant to Clause 2, Article 12 of Decree No. 131/2022/ND-CP stipulating applications for film rating eligibility for dissemination in cyberspace, including:
- Documents providing focal points and contact information to receive and process requests of competent state agencies of cinematography of the Ministry of Culture, Sports and Tourism of Vietnam;
- Reports presenting the following contents:
+ Having film rating councils or technical software or mechanisms for performing film rating according to regulations on film rating of Vietnam and be responsible for film rating results;
+ Having schemes for amendments to and update on film rating results at the request of competent state agencies of cinematography of the Ministry of Culture, Sports and Tourism of Vietnam. Having administration tools that support film rating following each criterion with flexible display as soon as the film rating is updated or changed;
+ Having technical schemes and procedures for suspending the dissemination or removing films at the request of competent state agencies of cinematography of the Ministry of Culture, Sports and Tourism of Vietnam. After receiving requests for film removal, operating departments shall perform procedures for removing films on administration tools.

What are the procedures for applying for film rating eligibility for dissemination in cyberspace in Vietnam?
Pursuant to Clause 3, Article 12 of Decree No. 131/2022/ND-CP stipulating the procedures for applying for film rating eligibility for dissemination in cyberspace as follows:
- Enterprises, public service providers, and organizations that disseminate films in cyberspace shall apply 1 dossier via the National Public Service Portal or by post or directly to competent state agencies of cinematography of the Ministry of Culture, Sports and Tourism of Vietnam;
- Within 15 days after receiving the valid applications, competent state agencies of cinematography of the Ministry of Culture, Sports and Tourism of Vietnam shall accept reports, provide written answers, and disclose names of enterprises, public service providers, and organizations that have film rating eligibility for dissemination in cyberspace on the System of Data on Film Rating in Cyberspace. In case the applications are ineligible, provide answers and explanations in writing.

Obligations of entities that disseminate films in cyberspace in Vietnam?
Pursuant to Clause 2, Article 21 of the 2022 Law on Cinematography of Vietnam, entities that disseminate films in cyberspace must ensure the performance of the following obligations:
- Not disseminate films that violate regulations prescribed in Article 9 of the 2022 Law on Cinematography of Vietnam and relevant laws;
- Before disseminating films on the internet, ensure conditions for the implementation of film rating according to regulations of the Government of Vietnam and take legal liability for the contents and results of film ratings;
- In case of incapacity to conduct film rating, request the Ministry of Culture, Sports, and Tourism of Vietnam or Agencies authorized by the Ministry of Culture, Sports, and Tourism of Vietnam to conduct the rating regarding films without Film Rating Licenses or Broadcast Decisions;
- Notify the list of films that will be disseminated and the results of film ratings to the Ministry of Culture, Sports, and Tourism of Vietnam before disseminating such films on the internet;
- Adopt necessary technical measures and provide guidelines for parents or caretakers of children to control, manage, and ensure that children watch age-appropriate films disseminated on the internet and for service users to report films that violate this Law;
- Provide focal points and contact information to receive and process requests of state management agencies and feedback, complaints, and denunciations of service users;
- Remove films that violate regulations prescribed in Article 9 of the 2022 Law on Cinematography of Vietnam and relevant laws at the written request of a competent state agency.
