What are criteria for awarding the "People's Artist" title in Vietnam?

According to Article 7 of Decree 61/2024/ND-CP, the criteria for awarding the title of People's Artist in Vietnam are:

(1) Loyal to the Fatherland; well adhere to the policies of the Communist Party, laws of the State; regulations of agencies, organizations, and localities.

(2) Have good moral quality, be exemplary in life, dedicated to the profession; have outstanding artistic talent in the honored genre, field, culture, and art; have professional prestige; have significant contributions to the revolutionary cause of Vietnam, recognized and admired by colleagues and people.

(3) Have continuously or accumulatively worked in the field of professional culture and arts for 20 years or more, or 15 years or more for circus and dance arts.

(4) Have been awarded the title "Artist of Merit" and continue to meet one of the following criteria:

- Have at least 02 national Gold awards, including 01 individual national Gold award.

The national Gold award for individuals or films, programs, plays, performances is converted to calculate achievements for individuals according to the provisions of Appendix II attached to Decree 61/2024/ND-CP.

The international awards for individuals or films, programs, plays, performances are reviewed by specialized cultural, arts agencies of the Ministry of Culture, Sports, and Tourism, with documented conversion as a basis for calculating achievements for individuals as stipulated in Appendix II attached to Decree 61/2024/ND-CP.

- In case of not having 01 individual national Gold award, must have at least 03 national Gold awards converted for individuals according to the provisions of Appendix II attached to Decree 61/2024/ND-CP.

The national Gold award for individuals or films, programs, plays, performances is converted to calculate achievements for individuals according to the provisions of Appendix II attached to Decree 61/2024/ND-CP.

The international awards for individuals or films, programs, plays, performances are reviewed by specialized cultural, arts agencies of the Ministry of Culture, Sports, and Tourism, with documented conversion as a basis for calculating achievements for individuals as stipulated in Appendix II attached to Decree 61/2024/ND-CP.

- Have at least 02 national Gold awards for music or photography works.

The national Gold award for music or photography works is converted according to the conversion rate stipulated in Appendix II attached to Decree 61/2024/ND-CP.

The international awards for music or photography works are reviewed by specialized cultural, arts agencies of the Ministry of Culture, Sports, and Tourism, with documented conversion as a basis for calculating achievements for individuals as stipulated in Appendix II attached to Decree 61/2024/ND-CP.

- Have outstanding contributions, distinguished artistic talent, not meeting the criteria as specified in points a or b, Clause 4, Article 7 of Decree 61/2024/ND-CP but discussed and agreed by councils at all levels to submit to the Prime Minister for consideration and decision in specific cases as follows:

+ Individuals are elderly as per Article 2 of Elderly Law 2009; have 10 additional years of professional artistic activity as stipulated in Clause 3, Article 7 of Decree 61/2024/ND-CP; have many notable and outstanding contributions in the honored genre, field, especially during the wartime;

+ Individuals have 10 additional years of professional artistic activity as stipulated in Clause 3, Article 7 of Decree 61/2024/ND-CP; have many outstanding contributions in the honored genre, currently still actively participate in professional artistic performances, serving political tasks at the provincial, city, governmental level, and national level;

+ Individuals have 10 additional years of professional artistic activity as stipulated in Clause 3, Article 7 of Decree 61/2024/ND-CP; have many notable and outstanding contributions in the honored genre, currently still actively participate in professional artistic activities in symphonic, opera, and ballet music genre;

+ Individuals are teachers, lecturers at professional cultural, artistic training schools; directly trained at least 03 students who achieved Gold awards at national or international art competitions (International awards of students are reviewed and confirmed in writing by specialized agencies of the Ministry of Culture, Sports, and Tourism to serve as a basis for calculating achievements for teachers, lecturers), currently still actively participate in professional artistic performances, and have many outstanding contributions in the honored genre, or have 10 additional years of professional artistic activity as stipulated in Clause 3, Article 7 of Decree 61/2024/ND-CP, have many notable and outstanding contributions in the honored genre, currently still actively participate in professional artistic performances, serving political tasks at the provincial, city, governmental level, and national level.

How often are the titles of People's Artist considered, announced, and awarded in Vietnam?

According to Article 5 of Decree 61/2024/ND-CP, the timeframe for considering, announcing, and awarding the title of People's Artist is as follows:
