Communist party members' income for calculation of communist party fees includes:

- Salary by grade, additional salary due to the implementation of financial autonomy mechanism.

- Position allowances, seniority beyond the frame, seniority of the profession are calculated as social insurance premiums.

- Communist party members who are beneficiaries of the salary regime must pay a monthly communist party fee equal to 1% of their salary.

- Allowances that do not include communist party fee income, such as: attraction allowances, incentives, vocational allowances excluding social insurance contributions.

Note: If Communist party members work in enterprises belonging to the armed forces, the communist party fee will be the same as Communist party members working in enterprises.

Communist party member in the People's Army

- Professional officers and soldiers receiving salary according to military rank pay monthly communist party fees equal to 1% of salary, allowances calculated for payment of social insurance.

- Non-commissioned officers, soldiers, monthly communist party fee payment equal to 1% of allowance.

- National defense employees, contract workers, monthly communist party fee payment equal to 1% of salary (including salary increase), allowances for payment of social insurance and wages.

Communist party member in the People's Public Security

- Officers and non-commissioned officers receive salary according to military rank, monthly communist party fee payment equal to 1% of salary, allowances calculated for payment of social insurance.

- Workers, public employees, contract workers, temporary employees, communist party fee payment equal to 1% of salary (including salary increase), allowances for payment of social insurance and wages.

- Non-commissioned officers and soldiers serving for a definite period of time enjoy military rank allowances; Students and trainees enjoy living expenses, the monthly communist party fee payment is equal to 1% of allowance, living expenses.

Note: If Communist party members work in enterprises belonging to the armed forces, the communist party fee will be the same as Communist party members working in enterprises.

Communist party members receive social insurance salary

0.5% of the salary of social insurance.

Communist party members working in non-business units, economic organizations (economic cause, education, health care, press...)

- Other additional incomes are spent from the salary fund of the unit.

(1) In working age:

- Inner city areas of the cities directly under the Central Government pay a communist party fee of 10,000 VND/month.

- Inner-city urban areas of grade 1, class 2, grade 3 of the provinces under the Central Government pay a communist party fee of 8,000 VND/month.

- In mountainous, remote, border and island areas (region 3 according to the Government's regulations) communist party fee of 4,000 VND/month.

- The remaining areas pay a communist party fee of 6,000 VND/month.

(2) For communist party members who are not of working age; Communist party members are wounded soldiers, sick soldiers, people who have lost their working capacity, the communist party fee payment rate is equal to 50% of Communist party members of working age according to each region.
