What is a hi-tech park in Vietnam?
Pursuant to Clause 1, Article 31 of the Law on High Technology 2008, regulations on high-tech zones are as follows:
Hi-tech parks
1. Hi-tech park is a place where hi-tech research, application and development; hi-tech incubation or hi-tech enterprise incubation; hi-tech human resource training; hi-tech product manufacture and trading; and hi-tech service provision activities are concentrated and connected.
Thus, hi-tech park is a place where hi-tech research, application and development; hi-tech incubation or hi-tech enterprise incubation; hi-tech human resource training; hi-tech product manufacture and trading; and hi-tech service provision activities are concentrated and connected.
At the same time, based on Clause 2, Article 31 of the Law on High Technology 2008, tasks of a hi-tech park:
- To conduct hi-tech research, application and development; hi-tech incubation or hi-tech enterprise incubation; hi-tech human resource training; hi-tech production; or hi-tech service provision activities;
- To connect hi-tech research and application, hi-tech human resource training, and hi-tech production activities;
- To train hi-tech human resources;
- To organize fairs, exhibitions and displays of hi-tech products turned out as a result of hi-tech research and application;
- To attract domestic and overseas resources for promoting hi-tech activities.

How many types of hi-tech activities are there in hi-tech parks in Vietnam?
According to Article 27 of Decree 10/2024/ND-CP regulating types of hi-tech activities in hi-tech zones:
- Research and development of high technology;
- Application of high technology;
- Incubating high technology, incubating hi-tech businesses;
- Training hi-tech human resources;
- Fairs, exhibitions, hi-tech demonstrations, demonstrations of hi-tech products from research results, hi-tech applications, and hi-tech transfer;
- Production and sales of hi-tech products;
- Providing hi-tech services.
What are the conditions for establishment of hi-tech parks in Vietnam?
According to Clause 3, Article 31 of the Law on High Technology 2008, the conditions for establishment of hi-tech parks are stipulated as follows:
- Such establishment must be compliant with the State’s policies on hi-tech and hi-tech industrial development and tasks defined in Clause 2 of Article 31 of the Law on High Technology 2008;
- The park must have an appropriate area and a location favorable for transport and linkage with high-level research and training institutions;
- The park must have favorable technical and service infrastructure meeting the requirements of hi-tech research, application and development; hi-tech incubation or hi-tech enterprise incubation; hi-tech trial production; or hi-tech service provision;
- The park must have professional human resources and managerial staff.
The Ministry of Science and Technology shall assume the prime responsibility for, and collaborate with concerned ministries, ministerial-level agencies and provincial-level People’s Committees in, submitting to the Prime Minister to decide to set up, and promulgate operation regulations of, hi-tech parks.
What are the principles for investment projects implementing hi-tech activities in hi-tech parks in Vietnam?
Pursuant to Article 28 of Decree 10/2024/ND-CP stipulating principles for investment projects implementing hi-tech activities in hi-tech parks
- The objectives and operational content of the investment project are consistent with the tasks of the hi-tech park specified in Clause 2, Article 31 of the Law on High Technology 2008;
- Apply environmentally friendly and energy-saving measures;
- In accordance with the planning, ability to provide technical and social infrastructure of the hi-tech park and relevant legal regulations;
- The investor proposes an investment project that has financial capacity or mobilizes other legal resources to meet the requirements for investment capital to build, maintain and operate the project; have technological capacity and management capacity, ensuring the construction and implementation of investment projects according to schedule and plan.
- Prioritize investment projects with an investment capital ratio (project investment cost per unit of land area) higher than the average investment capital ratio in that functional area.
- In addition to meeting the principles specified in Clauses 1, 2, 3, 4, Article 28 of Decree 10/2024/ND-CP, each type of investment project must meet the corresponding criteria for each types specified in Clause 2, Article 29, Clause 2, Article 30, Clause 2, Article 31, Clause 1, Article 32 and Clause 1, Article 33 of Decree 10/2024/ND-CP.
Accordingly, in addition to meeting the principles of Clauses 1, 2, 3, 4, Article 28 of Decree 10/2024/ND-CP, each type of investment project must meet the corresponding criteria include:
+ Investment project for hi-tech research and development facilities in hi-tech parks;
+ Investment project for hi-tech human resource training activities in hi-tech parks;
+ Investment projects for hi-tech incubators and hi-tech business incubation facilities;
+ Investment projects applying high technology to produce hi-tech products;
+ Investment project to provide hi-tech services.
