What is a C18 film? What are the criteria to classify C18 films in Vietnam?
Pursuant to Section 2, Appendix Criteria for film classification criteria, issued together with Circular 12/2015/TT-BVHTTDL guiding C18 films as follows:
- C18 films are films that are not suitable for viewers under 18 years of age.
- Criteria to classify C18 films as follows:
+ Theme
++ The film’s theme is not suitable for viewers under the age of 18;
++ The film’s content has portrayals of mature issues in terms of politics, society, psychology and/or sexual crimes, etc. but it is not suitable for psychophysiological and cognitive development of viewers under the age of 18.
- Violence
Images, sound and language which are realistic depiction of violence and cause strong impact on viewers, except for the cases where such images, sound and language are suitable for the film’s content but they are not excessively exploited.
+ Nudity, sex
++ Nudity
Full nudity is not allowed, except for the cases where the full nudity is suitable for the film's content but it does not include detailed portrayal of genitalia, does not have improper tattoos and prolonged duration.
++ Sex
Images, sound and language which are explicit and detailed portrayals of sexual activities are not allowed, except for the cases where such images, sound and language are suitable for the film’s content and are not prolonged.
+ Drug, stimulants, narcotic substances
Images, sound and language portraying the trafficking, storage and/or use of drug and stimulants or narcotic substances are not allowed, except for the cases where such images, sound and language are suitable for the film’s content or used for the purpose of accusation or opposition to the said acts but are not detailed and prolonged.
The tobacco use in film shall be governed by regulations in the Circular No. 02/2014/TT-BVHTTDL dated May 14, 2014 of Ministry of Culture, Sports and Tourism providing for the restriction on tobacco use in theatrical and cinematographic works.
+ Horror
Images, sound and language which are detailed, frequent and prolonged portrayals of horror and frightful sequences that are likely to cause fear and anxiety are not allowed, except for the cases where such portrayals are necessary for the film’s contents and suitable for age groups.
+ Crude language, sound and image
The use of crude images, sound and language is not allowed, except for certain swear words or slangs in dialogues and scripts used in a degree stronger than those used in rating-C16 films.

Film classification by age: Besides C18 films, what are the other types of film classification in Vietnam?
Pursuant to Article 32 of the Law on Cinematography in 2022, the classification of films is as follows:
"Article 32. Classification of films
1. Films are classified according to content for dissemination suitable to the age of viewers or are not allowed to be disseminated as follows:
a) Category P: Films are allowed to be distributed to viewers of all ages;
b) Category T18 (18+): Films are disseminated to viewers aged full 18 years or older;
c) Category T16 (16+): Films are disseminated to viewers aged full 16 years or older;
d) Category T13 (13+): Films are disseminated to viewers aged full 13 years or older;
dd) Category K: Films are disseminated to viewers under the age of 13, provided that they are watched with a parent or guardian;
e) Category C: The film is not allowed to be distributed.
2. Criteria for classifying films applicable to all forms of film dissemination shall be prescribed by the Minister of Culture, Sports and Tourism."
Thus, in addition to C18 film, there will be other types of film such as P-type, T16-type, T13-type, K-type, and C-type.
Each type of film above will have its own criteria determined according to Section 2 Appendix Criteria to classify films for dissemination by age, issued together with Circular 12/2015/TT-BVHTTDL.
What is the age restriction for children in Vietnam cinema?
To answer the question of age restriction to enter the cinema, according to Article 32 of the Law on Cinematography in 2022, children aged 13 and over will be allowed to enter the cinema by themselves when they can present documents to prove the age of 13 and up.
Children under 13 years old will be allowed to watch films in category K. However, children will be allowed to enter the cinema on condition that they watch with their father, mother or guardian.
What is the age restriction for watching a C18 film in Vietnam?
Pursuant to Section 2 of Appendix Criteria for classifying films for dissemination by age, issued together with Circular 12/2015/TT-BVHTTDL and point b, clause 1, Article 32 of the Law on Cinematography in 2022, regulating watching C18 films, accordingly :
Films C18 are films that are popularized to viewers aged 18 and over, which means that the film will be banned from being distributed to audiences under the age of 18.
As such, children under the age of 18 will not be allowed to watch films C18, including films in theaters.
The Law on Cinematography in 2022 takes effect from January 1, 2023.
