- For the content specified at Point b, Clause 1 of this Article, if the data on the financial statements on the System has been updated from the Electronic Tax System and the National Information System on Business Registration, bidders are not required to declare data on financial statements. According to Article 23 of Circular 08/2022/TT-BKHDT, the bidder's responsibilities are as follows:
- Register to participate in the System for approval according to the provisions of Article 7 of this Circular before the time of bid closing in order to ensure the eligibility according to the provisions of Point d, Clause 1, Article 5 of the Bidding Law.
- Carry out responsibilities according to regulations as in Clauses 1, 2, 3, 4 and 5, Article 77 of the Bidding Law.
- Provide and post bidding information on the System, ensuring compliance with the provisions of Article 80 of the Bidding Law and Article 7 of Decree No. 63/2014/ND-CP.
- Manage accounts participating in the System, digital certificates registered on the System.
