Based on Article 6 of Decree 70/2019/ND-CP, the regulations are as follows:
Selection Dossier
Citizens participating in the selection to fulfill the obligation to join the People's Police shall submit the following documents to the Commune Police (police of communes, wards, and commune-level towns – hereinafter collectively referred to as Commune Police) where the citizen has permanent residence:
1. Registration form to fulfill the obligation to participate in the People's Police according to the appendix form issued together with this Decree, with certification from the People's Committee of the commune, ward, or commune-level town (hereinafter collectively referred to as the Commune People’s Committee) where the resident resides or from the agency, organization where the individual is working or studying.
2. Military service registration certificate.
Thus, according to the above regulations, the registration dossier for fulfilling the obligation to participate in the People's Police includes:
- Registration form to fulfill the obligation to participate in the People's Police according to the appendix form issued together with Decree 70/2019/ND-CP, with certification from the Commune People’s Committee where the resident resides or from the agency, organization where the individual is working or studying.
- Military service registration certificate.

Based on the appendix issued together with Decree 70/2019/ND-CP, the instructions for filling out the registration form to fulfill the obligation to participate in the People's Police are as follows:
- (1) Color photo (4x6 cm) taken within 6 months from the date the form is filled out, glued and stamped with a seal overlapping the photo.
- (2) Birth name: Write in capital letters exactly as in the Birth Certificate.
- (3) Date of birth: Fill in the complete date of birth as in the Birth Certificate.
- (4) Place of birth: Write the name of the commune (or ward, commune-level town), district (or district-level town, city under province), province (or city under central government) where born (exactly as in the Birth Certificate). If the administrative unit name has changed, write the old name followed by the new name.
- (5) Hometown: Write as in the Birth Certificate or ID Card or Citizen Identity Card (the determination of the hometown based on legal provisions and guidelines of the Ministry of Justice). Clearly state the name of the commune (or ward, commune-level town), district (or district-level town, city under province), province (or city under central government).
- (6) Ethnic group: Clearly state the ethnic group name according to State regulations such as: Kinh, Tay, Nung, Thai, Muong, Hmong, Ede...
- (7) Religion: Write the name of the religion being practiced like: Catholicism, Buddhism, Islam, Caodaism, Hoa Hao... If not following any religion, it should be written as “none”.
- (8) Place of permanent residence registration: Write the full house number, street, city or hamlet, village, commune, district, province where permanent residence is registered.
- (9) Current place of residence: Write the full house number, street, city or hamlet, village, commune, district province where currently residing.
- (10) Occupation: Clearly state the job already, currently being done. If unemployed, dependent on family write specifically as “unemployed”.
- (11) General education level: Note the highest grade completed/type of education system.
- (12) Highest professional qualification: Doctor of Science, PhD, Master, Bachelor, Engineer, College, Intermediate, Primary... and specify the training specialization.
- (13) Foreign language: Name of the foreign language + training level A, B, C, D...
- (14) Information technology: Level A, B, C, engineer, bachelor, Master, PhD.
- (15) Health status: Note the present health condition: good, average, poor at the time of declaration.
- (16) Policy family: Clearly state the type of policy such as war invalid's child, enjoying benefits like invalid, martyr's child, affected by Agent Orange...
