Competency: is an individual attribute that is formed and developed through inherent qualities and the process of learning and training, enabling individuals to mobilize a synthesis of knowledge, skills, and other personal attributes such as interest, confidence, willpower, etc. to successfully perform a specific activity and achieve desired results under specific conditions.

According to the provisions of the Vietnam's General Education Program issued together with Circular 32/2018/TT-BGDDT, the specific requirements in terms of qualities and competencies are as follows::

SPECIFIC REQUIREMENTS IN TERMS OF QUALITIES AND COMPETENCIES
1. The General Education Program aims to develop in students the following essential qualities: patriotism, compassion, diligence, honesty, and responsibility.
2. The General Education Program aims to develop in students the following core competencies:
a) General competencies that are formed and developed through all subjects and educational activities: self-control and self-learning ability, communication and collaboration skills, problem-solving and creativity skills;
b) Specific competencies that are mainly developed through certain subjects and educational activities: language proficiency, mathematical proficiency, scientific proficiency, technological proficiency, computer proficiency, artistic proficiency, physical proficiency.
In addition to developing core competencies, the General Education Program also contributes to identifying and nurturing students' talents.
3. The specific requirements regarding essential qualities and core competencies are specified in Chapter IX of the comprehensive program and in subject programs and educational activities.

Therefore, students have 10 core competencies, including:

- General competencies:

(1) Autonomy and self-learning skills:

- Self-reliance: Always take initiative and actively perform tasks in their studies and in life; know how to help others to uplift their lives and be self-reliant.

- Assert and protect rights and legitimate needs: Know how to assert and protect their rights and legitimate needs in accordance with ethics and laws.

- Self-regulate emotions, attitudes, and behaviors:

+ Evaluate their own strengths and limitations in terms of emotions and feelings; be confident and optimistic.

+ Know how to self-regulate emotions, attitudes, and behaviors; remain calm and exhibit appropriate behavior.

+ Be ready to accept and overcome challenges in their studies and life.

+ Know how to avoid social vices.

- Adaptation to life:

+ Adjust their knowledge, skills, and experiences required for new activities and new living environments.

+ Be able to change their way of thinking, expressing attitudes, and emotions to meet new requirements and circumstances.

- Career orientation:

+ Be aware of their personality and values.

+ Understand the main information about the labor market, the requirements, and prospects of various occupations.

+ Determine the appropriate development direction after high school; make plans and choose subjects that are suitable for their career orientation.

- Self-learning and self-improvement:

+ Determine learning tasks based on achieved results; set specific and detailed learning goals, overcome limitations.

+ Evaluate and adjust study plans; develop their own learning methods; search for, evaluate, and choose appropriate sources of information for different learning tasks; record information in suitable forms for easy memorization, use, and supplementation when necessary.

+ Recognize and adjust their own mistakes and limitations in the learning process; reflect on their own learning methods, draw lessons to apply in different situations; know how to self-adjust their learning methods.

+ Regularly cultivate themselves based on personal aspirations and civic values.

(2) Communication and collaboration competence

- Determining the purpose, content, means, and attitude of communication:

+ Identify appropriate communication purposes for the target audience and communication context; anticipate favorable and challenging circumstances to achieve communication goals.

- Determining the purpose and methods of collaboration:

Know how to proactively propose collaborative purposes to solve a problem proposed by oneself and others; know how to choose the form of teamwork with a scale appropriate to the requirements and tasks.

- Identifying responsibilities and activities of oneself:

Analyze the tasks to be performed to complete the group's mission; be ready to take on difficult tasks within the group.

Present multiple new ideas in learning and life; think creatively; create new elements based on different ideas; develop and connect ideas; research to change solutions in response to changing contexts; assess risks and have contingency plans.

- Proposing and selecting solutions:

Be able to collect and clarify information related to the problem; be able to propose and analyze several problem-solving solutions; select the most suitable solution.

- Designing and organizing activities:

+ Develop activity plans with appropriate goals, content, forms, and means of operation;

+ Gather and coordinate the necessary resources (human resources, material resources) for activities.
