Pursuant to the provisions of Article 4 of Circular 11/2022/TT-BYT, the application for the appointment of forensic medicine assessors and forensic psychiatry assessors includes:
- Written request for the appointment of forensic medicine assessors and forensic psychiatry assessors from authorities or organizations with competence, and an accompanying list.
- Certified copies of diplomas and certificates meeting the standards for appointment of forensic medicine assessors and forensic psychiatry assessors.
For diplomas issued by foreign educational institutions, they must be recognized for use in Vietnam pursuant to agreements, treaties on equivalence of diplomas, or mutual recognition of diplomas, or according to relevant International Treaties signed by the Socialist Republic of Vietnam.
- A self-portrayed résumé with a 4cm x 6cm color portrait photo taken within 6 months before the submission time, certified by the competent state authority.
- Confirmation of the actual period of professional activities in the training field or confirmation of the period directly assisting in forensic examination activities at the forensic examination organization, forensic psychiatry examination organization in accordance with the professional level in the training field by the authority, organization where the person proposed for appointment works.
- A copy of the training certificate according to the regulations in Clause 2, Article 3 of Circular 11/2022/TT-BYT.
- Two 2cm x 3cm color portrait photos taken within 6 months before the submission time (for making examiner cards).

Pursuant to Clause 2, Article 3 of Circular 11/2022/TT-BYT and Clause 3, Article 3 of Circular 11/2022/TT-BYT, the regulations on examination operations and actual professional activity periods are as follows:
Examination Operations:
- For individuals proposed for appointment as forensic medicine assessors: they must have a forensic medicine examination training certificate issued by the National Institute of Forensic Medicine.
- For individuals proposed for appointment as forensic psychiatry assessors: they must have a forensic psychiatry examination training certificate issued by the Central Institute of Forensic Psychiatry or the Bien Hoa Central Institute of Forensic Psychiatry.
Actual Professional Activity Periods
- For individuals proposed for appointment as forensic medicine assessors: they must have at least 5 years of actual professional activity in the trained field as stipulated in point a, clause 1, Article 3 of Circular 11/2022/TT-BYT. If they have directly assisted in examination activities at the forensic examination organization, the actual professional activity period in the trained field must be at least 3 years.
- For individuals proposed for appointment as forensic psychiatry assessors: they must have at least 5 years of actual professional activity in the trained field as stipulated in point b, clause 1, Article 3 of Circular 11/2022/TT-BYT in a medical examination and treatment facility. If they have directly assisted in examination activities at a forensic psychiatry examination organization, the actual professional activity period in the trained field must be at least 3 years.
What are the professional qualifications for forensic medicine assessors and forensic psychiatry assessors in Vietnam?
Pursuant to the provisions of Article 3 of Circular 11/2022/TT-BYT, the professional qualifications for forensic medicine assessors and forensic psychiatry assessors are as follows:
Have at least a university degree in one of the training disciplines stipulated in Circular 09/2022/TT-BGDDT, which lists the statistical categories of higher education training fields that match each examination field, specifically:
For individuals proposed for appointment as forensic medicine assessors:
Training fields in medicine (excluding preventive medicine) for those conducting forensic medical examinations.
Training fields in pharmacy, chemistry for those conducting forensic examinations in toxicology.
Training fields in biology, applied biology for those conducting forensic examinations in biomedical fields.
Training fields relevant to other forensic examination fields.
For individuals proposed for appointment as forensic psychiatry assessors:
Must be a doctor in general medicine with a certificate or professional training certificate in psychiatry for 6 months or more from a training institution authorized to train in psychiatry; or a doctor with a postgraduate degree in psychiatry (Specialist I, Specialist II, Resident Doctor, Master, Doctorate).
