According to Article 36 Decree 138/2020/ND-CP, the regulations are as follows:
Official Promotion Exam Dossier
1. The official promotion exam dossier includes:
a) Curriculum vitae of the official according to current regulations, prepared at least 30 days before the final submission deadline for the promotion exam, with the confirmation of the managing and using agency of the official;
b) Appraisal and assessment of the head of the agency using the official regarding the standards, conditions for registration for the exam as per the regulations;
c) Copies of diplomas and certificates required for the exam grade;
In the case that the official has a professional graduation certificate that meets the foreign language or computer skills output standards corresponding to the grade requirements of the exam grade, then no foreign language or computer certificates are required.
In the case that the official is exempted from the foreign language or computer skills exams as stipulated in clauses 6, 7 of Article 37 of this Decree, then no foreign language or computer certificates are required.
d) Other requirements according to the professional standards of the exam grade of the official.
2. The dossier for official promotion consideration:
In addition to the provisions in clause 1 of this Article, the dossier for consideration of official promotion also includes copies of documents evidencing the standards and conditions for consideration of official promotion as stipulated in Article 31 of this Decree.
The official promotion exam dossier will include the following components:
- Curriculum vitae of the official according to current regulations, prepared at least 30 days before the final submission deadline for the promotion exam, with the confirmation of the managing and using agency of the official;
- Appraisal and assessment of the head of the agency using the official regarding the standards, conditions for registration for the exam as per the regulations;
- Copies of diplomas and certificates required for the exam grade;

How are the form, content, and time of the official promotion exam regulated?
According to Article 37 Decree 138/2020/ND-CP, the form, content, and time of the official promotion exam are regulated as follows:
(1). General knowledge subject:
- Form of exam: Multiple-choice;
- Content of exam: 60 questions about the political system, organizational apparatus of the Communist Party, the State, political-social organizations; state administrative management; civil servants, public affairs; duties and responsibilities of civil servants according to the requirements of the exam grade;
- Exam duration: 60 minutes.
(2). Foreign language subject:
- Form of exam: Multiple-choice;
- Content of exam: 30 questions in one of five languages: English, Russian, French, German, Chinese as required by the exam grade determined by the head of the competent exam organizing agency;
- Exam duration: 30 minutes.
(3). Computer skills subject:
- Form of exam: Multiple-choice;
- Content of exam: 30 questions as required by the exam grade;
- Exam duration: 30 minutes.
(4). Professional, specialized subject:
- For promotion to the senior specialist grade or equivalent: Writing a project, maximum 8 hours and defending the project, maximum 30 minutes; exam content according to the requirements of the exam grade. Writing and defending the project are scored on a 100-point scale for each test;
- For promotion to the principal specialist grade or equivalent: Writing exam, duration 180 minutes; exam content according to the requirements of the exam grade; 100-point scale;
- For promotion to the official grade or equivalent; specialist grade or equivalent:
- Writing exam, duration 120 minutes; exam content according to the requirements of the exam grade; 100-point scale.
How is the successful candidate in the official promotion exam determined?
According to the regulations in Article 38 Decree 138/2020/ND-CP, the successful candidate in the official promotion exam is determined as follows:
- Answered correctly 50% or more of the questions in each subject prescribed in clauses 1, 2, and 3 of Article 37 Decree 138/2020/ND-CP, except for exemption cases.
- Scored 50 points or more in the professional, specialized subject prescribed in clause 4 of Article 37 Decree 138/2020/ND-CP.
In the case of promotion to senior specialist or equivalent, the score must be 100 points or more (with the written project and the project defense scoring 50 points or more each), and ranks are taken from high to low within the limit of the promotion quota allocated.
- In the case of multiple candidates having equal total scores in the last promotion quota, the order of priority for selection is as follows:
+ Female civil servants; civil servants of ethnic minorities; older civil servants (based on date, month, year of birth); civil servants with longer service duration.
+ If it still cannot be determined, the head of the competent agency organizing the promotion exam will consult with the head of the managing agency of the civil servants and decide the successful candidate as recommended by the head of the managing agency.
- Results are not retained for subsequent promotion exams.
