April 7th is celebrated as World Health Day or World Health Day (WHD). This day is organized under the sponsorship of the World Health Organization (WHO) to commemorate the establishment of WHO and to raise global awareness of global health issues.
In addition, on April 7th, 2000, to ensure an adequate supply of high-quality blood and blood products for the treatment of patients based on voluntary blood donation and to ensure the safety of blood transfusions in healthcare facilities, the Prime Minister issued Decision 43/2000/QD-TTg on promoting and encouraging voluntary blood donation, designating April 7th every year as the Vietnam's Voluntary Blood Donation Day.

Significance of World Health Day:
The goal is to ensure that all people and communities worldwide have access to quality and effective healthcare services. Additionally, this day aims to raise awareness and mobilize individuals to care about their own health, community health, and global health.
Significance of Vietnam's Voluntary Blood Donation Day:
Since 2000, April 7th has been an opportunity for all levels of government to raise awareness among the people of the country about the noble purpose and significance of blood donation in saving lives. Through encouragement and motivation, a large number of people from all walks of life are encouraged to donate blood regularly, creating a widespread blood donation movement throughout society.
In a letter to the people, comrades, and soldiers on the occasion of the Vietnam's Voluntary Blood Donation Day in 2020, General Secretary Nguyen Phu Trong emphasized:
"...Every healthy person who meets the criteria should always be ready and enthusiastic to donate blood and actively encourage others to donate blood regularly to save lives, help individuals check their health, assist patients, contribute to a healthy and humane society, and contribute to the protection, care, and improvement of people's health and the sustainable development of the country."
What is the reimbursement for organization of voluntary blood donation days in Vietnam?
Also according to the provisions of Clause 1, Article 4 of Circular 15/2023/TT-BYT mentioned above, the content of reimbursement, specific reimbursement, and use of reimbursement shall comply with the provisions of Clause 2, Article 3, Circular 182/2009/TT-BTC, specifically:
Reimbursement for propaganda and advocacy of voluntary blood donation from funds recovered when providing whole blood, blood products

2. Reimbursement for units and organizations organizing voluntary blood donation days:
a) Reimbursement content:
- Printing materials, flyers for propaganda work;
- Remuneration for propagandists; support for counseling officers before and after voluntary blood donation;
- Rental expenses for venues (if any);
- Spending for summarizing and rewarding at the grassroots level;
- Other spending for organizing voluntary blood donation days;
b) The specific amount of spending for the above content is agreed upon by the blood collecting facility and the organization organizing the voluntary blood donation day according to current regulations, suitable for the actual situation, and not exceeding the maximum support amount decided by the Ministry of Health.
c) The mentioned funds are transferred by the blood collecting facility to the organization organizing the voluntary blood donation day through a contractual responsibility agreement. Based on the estimated amount of blood collected during the voluntary blood donation campaign, the blood collecting facility is responsible for providing 50% of the expenses in advance to support propaganda, advocacy, and organization of the voluntary blood donation day for the organizing organization. Within 7 days after the end of the voluntary blood donation campaign, the blood collecting facility shall liquidate the contract and pay the full amount of support funds to the organizing organization according to the signed contract.
d) In case the unit or organization organizing the voluntary blood donation day does not need to use the support funds mentioned in point a of this section, the blood collecting facility shall use the funds for organizing other voluntary blood donation activities, taking care of blood donors during other campaigns, or using them to pay for cases without health insurance cards but eligible for free blood transfusion according to the provisions of Article 5 of this Circular.
Thus, reimbursement content for units and organizations organizing voluntary blood donation days includes:
- Printing materials, flyers for propaganda work;
- Remuneration for propagandists; support for counseling officers before and after voluntary blood donation;
- Rental expenses for venues (if any);
- Spending for summarizing and rewarding at the grassroots level;
- Other spending for organizing voluntary blood donation days;
The specific amount of reimbursement for the above content is agreed upon by the blood collecting facility and the organization organizing the voluntary blood donation day according to current regulations, suitable for the actual situation, and not exceeding the maximum support amount decided by the Ministry of Health.
