What cases are eligible for exception in graduation recognition in Vietnam in 2023?
Based on the provisions of Article 37 of the Vietnam High School Graduation Exam Regulations issued in conjunction with Circular 15/2020/TT-BGDDT, the following are stipulated:
Exception in graduation recognition
1. Learners who fall into the categories specified in Article 12 of these Regulations, if they meet the conditions to sit the exam, are eligible for exception in graduation recognition in cases of accidents, illness, or exceptional unforeseen circumstances occurring no more than 10 days before the exam or right on the first test day, rendering them unable to take the exam.
a) Conditions: Academic and conduct ratings for the entire year in grade 12 must be 'fair' or higher;
b) Documents include: Hospital admission and discharge records from a hospital at district level or higher (in case of accident or illness) or a certification from the local People's Committee (if there are exceptional unforeseen circumstances); a proposal for exception in graduation recognition from the secondary education institution where the student registered for the exam and documents proving academic performance and conduct ratings in grade 12.
2. Learners who fall into the categories specified in Article 12 of these Regulations, if they meet the conditions to sit the exam, are eligible for exception in graduation recognition in cases of accidents, illness, or exceptional unforeseen circumstances occurring after they have taken at least one test and cannot continue the exam or voluntarily take the remaining tests after the incident, illness, or exceptional unforeseen circumstances.
a) Conditions: Scores of the completed tests for graduation consideration must be 5.0 or higher; academic performance in grade 12 must be 'average' or higher, and conduct rating must be 'fair' or higher;
b) Documents include: An application for special consideration from the candidate; hospital admission and discharge records from a hospital at the district level or higher (in case of accident or illness) or certification from the local People's Committee (if there are exceptional unforeseen circumstances) and documents proving academic performance and conduct ratings in grade 12.
3. Athletes who meet the conditions for exception in graduation recognition as stipulated in Article 5 of Decree 36/2019/ND-CP dated April 29, 2019, of the Government of Vietnam.
4. Procedures:
a) No later than 7 days after the last day of the exam, candidates must submit special consideration documents to the Head of the unit where they registered for the exam. The Head of the unit where the candidate registered for the exam is responsible for receiving and forwarding the special consideration documents to the Department of Education and Training;
b) The council for high school graduation recognition will review and decide on special consideration based on the submitted documents and the regulations mentioned in clauses 1 and 2 of this Article.
Thus, the following cases are eligible for exception in graduation recognition in 2023:
- Learners falling into the categories specified in Article 12 of the Vietnam High School Graduation Exam Regulations issued in conjunction with Circular 15/2020/TT-BGDDT, if they meet the conditions to sit the exam, are eligible for exception in graduation recognition in cases of accidents, illness, or exceptional unforeseen circumstances occurring no more than 10 days before the exam or right on the first test day, rendering them unable to take the exam.
- Learners falling into the categories specified in Article 12 of the Vietnam High School Graduation Exam Regulations issued in conjunction with Circular 15/2020/TT-BGDDT, if they meet the conditions to sit the exam, are eligible for exception in graduation recognition in cases of accidents, illness, or exceptional unforeseen circumstances occurring after they have taken at least one test and cannot continue the exam or voluntarily take the remaining tests after the incident, illness, or exceptional unforeseen circumstances.
- Athletes who meet the conditions for exception in graduation recognition as stipulated in Article 5 of Decree 36/2019/ND-CP.

What Cases Are Exempt from the Foreign Language Exam in the Vietnam High School Graduation Exam in 2023?
According to sub-item đ, Section 2 of Appendix III issued in conjunction with Official Dispatch 1515/BGDDT-QLCT in 2023, the following are specified cases that are exempt from the foreign language exam in the Vietnam High School Graduation Exam in 2023:
- Members of the national team attending the international Olympic in Foreign Language as decided by the Minister of Education and Training.
- Candidates holding one of the valid foreign language certificates (either the same or different from the foreign language subject studied at the secondary school), valid until at least June 27, 2023, and with a minimum score according to the table below:
How Many Points Are Granted to Candidates Exempt from the Foreign Language Exam in the Vietnam High School Graduation Exam?
Based on the provisions of Article 35 of the Vietnam High School Graduation Exam Regulations issued in conjunction with Circular 15/2020/TT-BGDDT, the following are stipulated:
Exemption from Foreign Language Exam in High School Graduation Recognition
1. Subjects exempt from the exam:
a) Members of the national team attending the international Olympic in Foreign Language as decided by the Minister of Education and Training;
b) Holders of one of the certificates specified in the annual Vietnam High School Graduation Exam organization guidelines of the Ministry of Education and Training.
2. Candidates exempt from the foreign language exam are granted 10 points for this exam in high school graduation recognition.
3. Candidates not registering to use their exemption right for the foreign language exam must sit for the exam and go through the recognition process like those who are not exempted.
As such, candidates exempted from the foreign language exam will be granted 10 points for this exam in the high school graduation recognition process.
