The salaries paid to officials and public employees will be calculated by the following formula:

According to the provisions of Clause 2, Article 3 of Decree 24/2023/ND-CP, the current statutory pay rate is 1,800,000 VND/month.
Salary coefficients of key leaders of the Party and the State in Vietnam are:
(1) The General Secretary:
According to the provisions of Section I of payroll applicable to leaders of the Party, Front, and Central Mass Organizations issued together with Decision 128-QD/TW in 2004, the General Secretary currently enjoys a salary coefficient of 13.00.
(2) The Chairperson of the National Assembly:
Under Section I of payroll applicable to leading titles issued together with Resolution 730/2004/NQ-UBTVQH11, the Chairperson of the National Assembly enjoys a salary coefficient of 12.50.
(3) The State President:
Under Section I of payroll applicable to leading titles issued together with Resolution 730/2004/NQ-UBTVQH11, the President of the Socialist Republic of Vietnam enjoys a salary coefficient of 13.00.
(4) The Prime Minister:

Payroll applicable to key leaders of the Party and the State in Vietnam from July 1, 2024:
Recently, the Chairperson of the National Assembly signed Resolution 104/2023/QH15 on the State Budget Estimate in 2024.
Accordingly, in Resolution 104/2023/QH15, it will implement the overall salary policy reform under Resolution 27-NQ/TW in 2018 from July 1, 2024.
Currently, there is no official information or document on the new official payroll applicable to officials and employees holding leading positions upon salary reform from July 1, 2024. Therefore, there is currently no specific official payroll applicable to key leaders of the Party and the State in Vietnam.
Although the official payroll applicable to officials and employees holding leading positions has not been issued yet, under the spirit of Resolution 27-NQ/TW in 2018, it will formulate 01 payroll applicable to key leaders of the Party and the State in Vietnam according to the following principles:
+ The positions-based salary must reflect the hierarchy in the political system; a person holding a leading position shall be paid according to that position, if a person holds more than one position, he/she shall enjoy the salary applicable to the highest position salary; a person holding the same leading position shall enjoy the same position salary; the position salary of the superior leader must be higher than the position salary of the subordinate leader;
+ Prescribe a salary for each equivalent type of office; fail to classify ministries, branches, departments, committees, and their equivalents at the Central level when formulating the payroll of posts at the Central; do not distinguish between different salaries and positions for the same leading title according to the classification of local administrative units, but implemented by allowances.
+ The classification of equivalent leadership positions in the political system to design the position payroll shall be decided by the Politburo after reporting to the Central Committee of CPV.
What are the general standards for key leaders of the Party and the State in Vietnam?
Under Section I of Regulation 214-QD/TW of 2020, the general standards for key leaders of the Party and the State in Vietnam are specified as follows:
- Politics and ideology:
+ Be absolute loyalty to the interests of the Party, the nation - the nation and the people; insist on Marxism-Leninism, Ho Chi Minh's thought, the goal of national independence and socialism, and the Party's renovation line.
+ Have strong political stances, views, and bravery; resolutely protect the ideological foundation, the party's platform, the party's line, the Constitution, and the laws of the state; fight against wrong and hostile views
+ Have a passionate, deep patriotism; always put the interests of the party, the nation, and the people above the interests of sectors, localities, agencies, and individuals; and be willing to sacrifice for the revolutionary cause of the party, for the independence and freedom of the Fatherland, and for the happiness of the people.
+ Absolutely comply with the assignment of the organization and feel secure in the work.
+ Strictly maintain the discipline of speech by the party's principles and regulations.
- Ethics and lifestyle:
+ Be exemplary of moral qualities; live honestly, humbly, sincerely, purely, simply, and tolerantly; and need thrift, integrity, fairness, and impartiality; no ambition for power; be an enthusiastic and highly responsible worker; be a center of solidarity that is exemplary in all aspects.
- No corruption, waste, opportunity, profit; resolutely fight to prevent and repel the deterioration of political ideology, morality, lifestyle, manifestations of "self-evolution" and "self-transformation" internally, bureaucracy, corruption, negativity, waste, rights, and group interests; absolutely do not profiteer and do not let relatives and acquaintances take advantage of their positions and powers for profit.
+ Strictly observe the Party's organizational and disciplinary principles, particularly the principles of democratic centralization, self-criticism, and criticism; properly and fully exercise their powers and responsibilities and direct the strict implementation of principles, regulations, and procedures on cadre work; tenaciously combat manifestations and deeds in cadre work that are contrary to Party and State regulations.
