On February 24, 2023, the Prime Minister issued Directive 06/CT-TTg, requiring ministries, branches, and localities to implement solutions to improve National Civil Aviation Security (NCAS) capacity in the situation.
The Prime Minister's Directive 06/CT-TTg 2023 clearly states the current new situation along with the purpose of the directive to improve national civil aviation security in the new situation as follows:
- Facing the complicated developments of the terrorist situation as well as international criminal activities globally
- Implementing the International Civil Aviation Organization's (ICAO) recommendations to improve the effectiveness of National Civil Aviation Security (NCAS) and prevent terrorism targeting civil aviation, dated 03In August 2010, the Prime Minister issued Decision No. 1360/QD-TTg establishing and stipulating the functions, tasks, powers, and organizational structure of the National Civil Aviation Security Committee (the "Committee of NCAS") has been consolidated under Decision 2083/QD-TTg dated December 25, 2017 of the Prime Minister.
- After 12 years of operation, the NCAS Committee has affirmed its position and played a very good role in helping the Prime Minister direct and coordinate to solve important and inter-sectoral issues in civil NCAS security, as well as directing and commanding to deal with acts of illegal interference in civil aviation activities.
- Through the 10-year summary and evaluation report (from 2010 to 2020) of the NCAS Committee's activities and suggestions from ministries, branches, and localities, the Prime Minister requested ministries, branches, and localities implement solutions to improve the capacity to ensure NCAS in the new situation.

Pursuant to Section 2 of Directive 06/CT-TTg of 2023, which stipulates specific tasks for ministries, branches, and localities as follows:
- The Ministry of Transport must review and perfect the organization and staffing of the NCAS department of the Civil Aviation Authority of Vietnam and promote the application of information technology in management, supervision, direction, and administration of NCAS assurance work.
- The Ministry of Public Security coordinates with other ministries to ensure NCAS according to the provisions of the National Security Law, the Law on Civil Aviation of Vietnam, the Law on National Borders, the Law on Cybersecurity, and other relevant legal documents.
- The Ministry of National Defense urgently completes the development of a decree to replace Decree 36/2008/ND-CP on the management of unmanned aircraft and ultralight aircraft, etc.
- People's Committees of provinces and centrally-run cities with airports and airfields must actively review weapon and support tool procurement and ensure other conditions to implement the "four-on-the-spot" principle, etc.
- Aviation units and enterprises actively develop solutions to enhance business efficiency, contributing to the recovery of economic growth after the COVID-19 pandemic.
What are the common tasks of ministries, branches, and localities in improving Vietnamese national civil aviation security in the new situation?
Pursuant to Section 1 of Directive 06/CT-TTg of 2023, which stipulates the general tasks of ministries, branches, and localities as follows:
Thoroughly grasping and strictly implementing the objectives and principles of ensuring NCAS as follows:
NCAS has a particularly important task: ensuring the sustainable development of Vietnam's civil aviation industry. increasingly complicated and unpredictable developments;
- NCAS is integrated into the overall national security system, which is based on all-people defense and people's security posture;
- Ensuring that NCAS is appropriate for Vietnamese conditions while also meeting international standards and practices; expanding international cooperation in securing NCAS.
- Building a strong and effective NCAS assurance system; NCAS's control force has an independent, unified, and professional organization system, capable of implementing measures to ensure that NCAS meets international standards and is in accordance with Vietnamese law;
- Building infrastructure to ensure NCAS is synchronous, modern, and in line with international standards
- The NCAS Committee needs to continue to innovate its activities and further promote its role and position as a strategic steering agency, helping the Prime Minister to direct and coordinate activities among ministries and ministerial-level agencies. In the work of ensuring NCAS, government agencies, provincial People's Committees, and centrally run cities;
- People's Committees of provinces and centrally run cities where airports and airfields are located shall promote the role of state management in their localities and actively and proactively fulfill responsibilities and powers to ensure aviation security, order, and safety. Implement principle 4 on the spot, including: an on-the-spot response plan; force in place; equipment on site; and on-site logistics.
Continuing to improve the writing system:
- Completing legal documents, guiding documents, and standards on NCAS, with a particular emphasis on completing the Final Report on the Implementation of Vietnam's Civil Aviation Law.
- Reviewing, proposing to supplement, and amending NCAS law provisions;

- Completing the NCAS professional manuals and standards system;
Strictly following the rules:
- On critical national security and important political, economic, diplomatic, scientific-technical, cultural, and social goals;
- Directives, decisions of the Prime Minister, and relevant documents on strengthening management, supervision, and the establishment of no-fly zones and flight restrictions for unmanned aircraft and ultralight aircraft; regulations on banning the use of lasers and high-power light sources
- Study the NCAS risk report issued by the National NCAS Risk Management Council, deploy, and apply appropriate NCAS risk reduction measures;
Agencies and units continue to strengthen coordination.
- Between state management agencies, local authorities, police units, the Army, and enterprises providing aviation services, they work to ensure NCAS, political security, and social order and safety at airports and airfields.
Strictly observing the provisions of the law on organization, participate in organizing drills to deal with acts of illegal interference in civil aviation activities;
Promoting international cooperation:
- In the implementation of security measures, NCAS
- Actively participate in forums and programs to support ICAO's member countries in preventing and dealing with threats to NCAS.
- Strengthen bilateral and multilateral cooperation in training, technology transfer, and information exchange; security control for air travel documents; airspace security; infrastructure development to ensure NCAS; and sharing the results of the ICAO's Global NCAS Inspection Program (USAP) among member countries.
