What are the tasks of senior vocational education teachers in Vietnam?
Pursuant to the provisions in Clause 1, Article 9 of Circular 07/2023/TT-BLDTBXH, the tasks of senior vocational education teachers are as follows:
- Teaching theoretical subjects or both theoretical and practical subjects at the intermediate level; teaching at the elementary level; evaluating the learning outcomes and graduation results of students.
- Leading the organization of professional activities in the department, faculty, vocational education institution; leading the implementation of scientific and technological tasks or technical innovation initiatives at the grassroots level or higher; organizing scientific and technological advisory activities, technology transfer; writing scientific reports, exchanging experiences in vocational education domestically and internationally.
- Leading or participating in the compilation or appraisal of programs, curricula, reference materials for teaching purposes; designing, improving, manufacturing teaching aids and equipment, constructing and managing specialized classrooms.
- Engaging in standardized learning, development training, internships at enterprises or specialized agencies; participating in teaching observation, exchanging teaching experiences; training and developing the teaching staff according to the requirements of professional and vocational development of the department, faculty, vocational education institution.
- Guiding internships, combined internships with productive labor; preparing students for vocational skill exams at all levels.

What are the standards for the training and retraining of senior vocational education teachers in Vietnam?
Pursuant to Clause 2, Article 9 of Circular 07/2023/TT-BLDTBXH, the standards for the training and retraining of senior vocational education teachers are as follows:
- Teachers teaching theory must have a doctoral degree. Teachers who teach both theory and practice must have a master's degree or higher and possess a diploma, certificate, or certification that meets the standards for vocational skills required to teach practical skills at the intermediate level, according to the professional standards of vocational education teachers.
- They must possess a diploma, certificate that meets the standards for pedagogical competence as defined by the professional standards of vocational education teachers.
What are the standards of professional competence of senior vocational education teachers in Vietnam?
Pursuant to Article 3, Article 9 of Circular 07/2023/TT-BLDTBXH, which provides for the standards of professional competence of senior vocational education teachers, the tasks are as follows:
- Having in-depth knowledge of the assigned field or profession; having knowledge of related fields or professions; having knowledge of professional practices and the latest scientific, technical, and technological advancements in the assigned field or profession.
- Mastering pedagogical knowledge and proficiently applying pedagogical skills and methods in teaching.
- Having the ability to use foreign languages and apply information technology in fulfilling the tasks of the senior vocational education teacher position according to job requirements.
- Having a solid understanding of educational research methods, vocational education, and technology; knowing how to organize and implement scientific and technological tasks, apply research results, scientific and technical advancements, or technical innovations in teaching and professional practice.
- Acting as the chief editor or participating in the compilation of at least one textbook or being the chief editor of at least one specialized book relevant to the assigned field or profession that has been published.
- Chairing the implementation of two scientific and technological tasks at the grassroots level or one scientific and technological task at a higher level that has been accepted with results meeting the requirements, or being the main author of two scientific articles published in international or domestic scientific journals (listed in the State Professor Council's scoring list).
- Winning awards at the National Teaching Conference or being the leader or participant in the design and manufacture of at least one teaching tool or equipment that has won awards at the National Self-made Equipment Competition, or winning awards in other national-level competitions or training at least one teacher or instructor who has won awards at the National Teaching Conference or training at least one learner who has won awards in other national-level competitions or equivalent.
In case a public employee does not meet one of the three criteria specified in points d, e, and g of Clause 3, Article 9 of Circular 07/2023/TT-BLDTBXH, then the remaining two criteria must be met twice.
- To be promoted to the position of senior vocational education teacher, the public employee must have a working period holding the position of main vocational education teacher - code V.09.02.06 or vocational education teacher grade II - code V.09.02.06 or senior high school teacher - code 15.112 or equivalent for at least 6 years, of which the most recent period holding the position of main vocational education teacher - code V.09.02.06 or vocational education teacher grade II - code V.09.02.06 is at least 1 year (12 months).
Circular 07/2023/TT-BLDTBXH comes into force from October 15th, 2023.
