Pursuant to Section 3 of Circular 46/2017/TT-BTTTT stipulating that the professional titles of broadcasters are divided into the following classes:

- Class 3 broadcaster

- Class 4 broadcaster

Pursuant to Clauses 2 and 3, Article 11 of Circular 46/2017/TT-BTTTT stipulating as follows:

2. Standards of training and retraining qualifications:
a) Having a university degree or higher;
b) Having a computer skill that meets basic information technology skills standards as prescribed in Circular No. 03/2014/TT-BTTTT;
c) Having foreign language level 4 (B2) as prescribed in Circular No. 01/2014/TT-BGDDT;
d) Having a certificate of standard training for the title of Class I broadcaster.

At the same time, based on Clause 9, Article 1 of Circular 07/2022/TT-BTTTT stipulating as follows:

9. Article 11 is amended with Clauses 2 and 3 and supplemented with Clause 4 as follows:
"2. Standards of training and retraining
a) Having a university degree or higher;
b) Possessing a certificate of training according to the standards of professional titles of public employees in the broadcaster industry.
3. Standards of professional competence
a) Firmly grasp the viewpoints, lines, undertakings, policies, directives and resolutions of the Party and the laws of the State; the provisions of the Press Law and other relevant laws;
b) Understanding sociology, customs, practices, needs and tastes of domestic and foreign readers;
c) Master the professional processes, technical regulations, terms, grammar and style of the language; use clear, transparent and inspiring language; master the spirit and content of information, be proactive and creative in transmitting information to ensure high quality;
d) Having basic information technology skills, using foreign languages or ethnic minority languages as required by the job position.
4. Requirements for public employees to participate in exams or consider promotion to class I broadcasters
a) Having held the professional title of broadcaster class II or equivalent for at least 06 years (full 72 months). In case of equivalent duration, at least 01 year (full 12 months) must hold the professional title of a class II broadcaster by the end of the deadline for submitting the application for competition registration or consideration for promotion;
b) During the time of holding the professional title of a class II broadcaster or equivalent, he has presided over or participated in reading at least 02 (two) works winning ministerial or equivalent awards; or chair or participate in at least 02 (two) specialized scientific research projects at ministerial, provincial or equivalent levels which have been promulgated or accepted by competent authorities.

According to the above regulations, Circular 07/2022/TT-BTTTT has abolished foreign language and informatics certificates for professional titles of 1st class broadcaster public officer.

What are the standards for the professional title of a class 1 broadcaster in Vietnam?

Pursuant to Article 11 of Circular 46/2017/TT-BTTTT (supplemented by Clause 9 Article 1 of Circular 07/2022/TT-BTTTT) stipulating standards and duties of professional titles of class 1 broadcasters as follows:

- Duties:

+ Presiding over the development and editing of reading scripts, introducing and hosting the program; preside over compiling documents and contents of professional training programs for lower-ranking broadcasters;

+ Join the recruitment council for the professional title of broadcaster;

+ Presiding over the development of professional and technical processes and regulations of radio broadcasting;

+ Read, introduce and quote fluently all types of texts with high complexity, using standard Vietnamese language, without mixing local words;

+ Guide and train junior broadcasters in editing and scripting; read, introduce and comment on the program;

+ Master the spirit and content of the text to control intonation, volume, voice quality and use language appropriate to the context, nature and genre of the conveyed text; take initiative in all situations, take timely measures to remedy and respond to unexpected cases outside the scenario;

+ Editing errors, grammatical errors, spelling errors and content errors in the presented text; promptly correct and overcome in order to complete the program in both form and content;

+ Orienting and building a separate radio style for the team of broadcasters bearing the identity of the unit;

+ Strictly implement internal rules, regulations and operating principles of the studio, reading room and unit;

+ Preside over the development of objectives, contents, programs and documents and organize professional training for junior broadcasters;

+ Join the recruitment council, appoint titles or promote professional titles for junior broadcasters.

- Standards of training and retraining qualifications:

+ Have a university degree or higher;

+ Possessing a certificate of training according to the standards of professional titles of public servants specialized in broadcasters.

- Standards of professional competence:

+ Firmly grasp the viewpoints, lines, undertakings, policies, directives and resolutions of the Party and the laws of the State; the provisions of the Press Law, the Law on Publication and other relevant laws;

+ Proficient in specialized skills; on business processes, technical regulations, terminology, grammar and style of the language;

+ Understanding of sociology, customs, practices, needs and tastes of domestic and foreign readers;

+ Having chaired or participated in reading at least 03 (three) works recognized or won prizes by the specialized arts and sciences councils; or participate in at least 02 (two) theoretical works, theoretical research on specialized science and technology (ministerial, provincial or equivalent level);
