According to the guidance in Article 4 of Circular 13/2022/TT-BQP on principle of considering and recognizing Good Teaching Teacher, Lecturer title at grassroots level in the Ministry of National Defens as follows:
"Article 4. Principle of considering and recognizing Good Teaching Teacher, Good Teaching Lecturer title
1. Based on the standards of Good Teaching Teacher, Good Teaching Lecturer title prescribed at each level.
a) At the grassroots level: Evaluation of teaching practice results through contests, lectures combined with inspection and testing, results of completing school year tasks according to the standards of good teachers, good teachers. as specified in this Circular.
b) Ministry of National Defense: Set up a Council of the Ministry of National Defense to review and approve the application file according to the standards of good teachers and good teachers specified in this Circular.
2. Ensure accuracy, fairness, publicity, democracy, transparency, objectivity, substance and honesty.
3. In accordance with the guidelines and lines of the Party, policies and laws of the State, and regulations of the Ministry of National Defense.
4. The results of the consideration of Good Teaching Teacher, Good Teaching Lecturer title at the grassroots level must be approved by the same Party committee before summarizing and reporting to the competent authorities for consideration and decision."

"Article 7. General standards
1. Political, ethical and thinking qualities
a) Having a solid political leadership, absolute loyalty to the Fatherland, the People, the Party and the State; understaning and properly applying the fundamental views of Marxism-Leninism, Ho Chi Minh's ideology, strictly abide by the Party's guidelines and guidelines, the State's policies and laws, the Army's orders and charters, the regulations of the unit and the locality in which they reside.
b) Having good ethical qualities, role models, clean and healthy lifestyles trusted by the school, faculties (subjects) and students.
c/ For preschool teachers, they shall be assessed and graded as cadres who have successfully completed their tasks or higher; for preschool teachers, they must meet the professional standards prescribed at the level of Good or higher.
2. Educational attainment
To have educational attainment in accordance with current regulations for positions and titles being held, have diplomas of training of lecturers and teachers or have certificates in accordance with the regulations of the State and the Ministry of National Defense.
3. Teaching
a) To meet the norms on standard teaching hours of the school year for teachers in the army in accordance with current regulations of the Ministry of National Defense.
b) To have a continuous teaching time of 03 years or more before submitting the application dossiers for consideration and recognition of excellent lecturers and excellent teachers.
c) To have professional qualifications, professional skills, pedagogical capacity and good teaching methods. The results of teaching practice shall be of good grade or higher in the examinations and lectures organized by the school of the school year.
d) To have earning outcomes of units (classes) of teachers assigned to teach modules or subjects in the school year: 90% or more, of which over 50% are good.
4. To reach the norms on scientific research of the academic year for teachers in the Army in accordance with the current regulations of the Ministry of National Defense, including the standards on scientific research specified in Article 8 of this Circular."

"Article 8. Standards on scientific research
1. For teachers in academies, schools of officers and universities: During the school year, they must meet the criteria specified at Point a and one of the criteria specified at Points b, c and d of this Clause.
a) The main author of 01 scientific article has been published in specialized scientific journals, interdisciplinary journals, seminar proceedings at or above the university level.
b/To take charge for 01 or participate in 02 or more grassroots-level (university level) scientific research topics and initiatives which have been accepted and evaluated.
c) The editor 01 or participate in the compilation of 02 curricula, documents or authors 01 reference book, monograph used in teaching for the subjects of the school.
d) To instruct 01 graduate student or 01 student to train a specialist doctor, resident doctor or 02 university students who have successfully defended their graduation thesis, dissertation, graduation thesis or one student who has won the third or higher prize at the ministerial, national, international competitions, creative youth awards, participated in the Olympic competition or 01 student to research the scientific topic at grassroots level to be evaluated and accepted.
2. For teachers in colleges and intermediate schools; military schools of military zones, legions, Hanoi Capital Command, Ho Chi Minh City Command and non-commissioned officers: In the school year considered, one of the following criteria must be met:
a) To take charge for 1 or participate in 02 or more grassroots-level scientific research topics and initiatives which have been accepted and evaluated.
b) To compile or participate in the compilation of 01 curriculum and materials used in teaching for the subjects of the university.
3. For teachers in kindergartens, in the school year under consideration, 01 measure must be taken to improve the quality of education and training effectively applied in teaching, child-rearing and education management, which is assessed and ranked by the Examination Council to be good or higher or won in the examinations of good teachers at district, general or equivalent level or higher."
