- Standards of professional ethics
+ Comply with the guidelines and guidelines of the Party, policies and laws of the State and regulations of the industry;
+ Honesty, objectivity, sense of morality, high sense of responsibility. Preserve the quality, honor and prestige of officials and employees; unite, help colleagues and students;
+ Perform duties in accordance with regulations and laws.
- Standards of training and retraining qualifications
+ Possess a college degree of pedagogy or higher (or having a college diploma or higher in other majors relevant to the teaching position);
+ Complete the training program according to the standards of professional titles of educational administrator as prescribed.
- Standards of professional and professional competence
+ Understand and apply the guidelines and guidelines of the Party, policies and laws of the State, regulations and requirements of the industry for the educational level in the field of work;

Code of professional title of the educational administrator
Education Officer - Code: V.07.07.21.
Accordingly, the code for the professional title of the educational administrator is V.07.07.21.
Pursuant to Clause 1, Article 3 of Circular 22/2022/TT-BGDDT stipulating the duties of an educational administrator as follows:
- Plan and implement the annual educational work of the school; periodical and regular reports as prescribed;
- Manage and monitor the system of records and books of the school related to students;
- Coordinate the implementation of enrollment and assigned tasks related to examination, examination and assessment of students;
- Coordinate with teachers and staff in the school to manage and monitor students daily; summarize the learning and training results of students;
- Complete training programs; self-study, self-improvement of professional capacity;
What are the regulations on salary calculation for educational administrators in Vietnam?
Pursuant to Article 6 of Circular 22/2022/TT-BGDDT stipulating regulations on salary calculation for educational administrators as follows:
Salary calculation
1. Public employees who are appointed to the professional title of educational administrator, code V.07.07.21 specified in this Circular, may apply the A0-class salary table in Table 3 (professional and professional salary list for officials and public employees in the State's non-business units) promulgated together with the Government's Decree No. 204/2004/ND-CP dated December 14, 2004 on the salary regime for officials and public employees and armed forces (hereinafter referred to as Decree No. 204/2004/ND-CP).
2. The transfer of salary calculation for the case when recruiting or appointing to the position of an educational administrator who is currently being an official or other specialized public employee shall be done as follows:
a) In the case of salary calculation of officials and public employees of grade A0 according to table 2 (professional and professional salary table for officials and public employees in state agencies) or table 3 (professional and professional salary table) for officials and public employees in state-owned non-business units) promulgated together with Decree No. 204/2004/ND-CP, the salaries of public employees shall be graded A0;
b) In case the salary of officials and public employees is ranked A1 or higher or grade B, the salary shall be reclassified according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Industry and Trade. The Minister of Home Affairs shall guide the salary calculation when raising ranks, changing ranks or changing types of civil servants and public employees.
Accordingly, public employees appointed to the professional title of educational administrator, code V.07.07.21, are entitled to the A0-class public employee salary table in Table 3 issued together with Decree 204/2004/ND-CP
In case the salary of officials and public employees are ranked A0 according to table 2 or table 3 promulgated together with Decree 204/2004/ND-CP, the salary of public employees shall be graded A0;
In case of salary calculation of officials and public employees of class A1 or higher or grade B, their salary shall be reclassified according to the guidance in Clause 1, Section II of Circular 22/2022/TT-BGDDT.
What are the principles of appointment and salary calculation according to the professional title for educational administrators in Vietnam?
Pursuant to Article 4 of Circular 22/2022/TT-BGDDT stipulating the principles of appointment and salary calculation according to professional titles for educational administrators as follows:
- The appointment to professional titles for educational administrators must be based on the provisions of this Circular and the public employee's working position, tasks, professional and professional capacity.
- When appointing from the ranks of public employees or professional titles of educational administrators as prescribed in this Circular, it is not allowed to combine salary increases.
At the same time, based on Article 5 of Circular 22/2022/TT-BGDDT, stipulates the appointment of educational administrators as follows:
Appointment to the professional title of an educational administrator, code V.07.07.21 for:
- Public employees who are educational administrators but have not been appointed according to the provisions of Circular 07/2019/TT-BGDDT when meeting the criteria for the professional title of educational administrator specified in this Circular.
- In case of being recruited into the position of an educational administrator after February 12, 2023 and meeting the requirements for probation as prescribed.
Circular 22/2022/TT-BGDDT will take effect from 12/02/2023
